Slow down, school starting
The first day of school is just around the corner, so remember that the zone in front of the school is only
10 kph. Drive slowly in the area and watch for children crossing the street. There will be plenty of
congestion with buses and cars. Buses have priority when loading and unloading. Always yield to
pedestrians in the crosswalks and remind your children of the basic rules for safely crossing the street.
Italians handle vehicle maintenance during deployment
Story and photo by
Pfc. Crystal Abbott
SETAF Public Affairs Office
When a unit deploys, not all of
its equipment and vehicles deploy
with it. However, even equipment
left behind needs to be properly
maintained.
This is the case when the 173rd
Airborne Brigade Combat Team
deployed, leaving behind vehicles
that still required maintenance.
Defense Support Services (DS2),
a subcontractor hired to repair and
maintain the brigade equipment to
standard, under the oversight of
SETAF G4, is working to rectify the
situation by maintaining the
vehicles until the return of the 173rd
ABCT in the summer of 2008.
To help DS2 maintain the
equipment to standard, 22 local
nationals have been hired.
“The Army policy is to maintain
all equipment at a 10/20 standard,”
said Maj. Norbert Fochs, SETAF G4
maintenance chief. “That standard
will ensure all vehicles are ready to
go on a contingency operation
within 90 days following the 173d
redeployment.”
“The 10/20 standard means the
vehicle is fully mission capable with
all faults corrected and that all
modification work orders have been
applied,” explained Fochs.
DS2 had several workers
brought in from Germany and the
United States to help with vehicle
maintenance, but with Italy’s
Soggiorno laws, they were only
allowed to stay a short time.
So DS2 looked to hire a more
permanent workforce that could
remain during the entire
deployment.
SETAF announces
Health Service Center
contract award
CASERMA EDERLE, Vicenza, Italy
– U.S. Army Southern European
Task Force (Airborne) announces
the award of a contract to build an
Enhanced Health Service Center on
Caserma Ederle to a joint venture
with construction firms Bilfinger/
Berger from Germany and Pizzarotti
from Italy.
The contract, worth
approximately 30 million euro, was
awarded by U.S. Naval Facilities
Engineering Command Aug. 16.
The new health service center,
which has an estimated completion
date of April 2010, will consolidate
the aging dental, health-care and
social work facilities currently
scattered throughout the base into
a single, environmentally friendly
building that will exceed required
environmental standards.
The clinic will employ Italian
doctors, nurses and support staff
alongside their American
counterparts to serve Soldiers and
their families in out-patient and
birthing services. American military
personnel and their families will still
continue to rely on the San Bortolo
hospital in Vicenza for the same
quality health care they currently
receive there.
Accio Mario, an Italian mechanic employed by DS2, checks the engine of one of the Humvees left behind
by the 173d Airborne Brigade Combat Team when they deployed to Afghanistan earlier this year.
“It’s about longevity,” said
Kenneth Alexander, DS2 project
manager. “Once we have the local
Italians trained to maintain the
vehicles to military standards, we
won’t have to worry about them
leaving.”
Having a stable work force is key
for the DS2.
“To have a workforce that isn’t
turning over is critical” said
Alexander. “It is difficult to get the
job done when people are leaving
as soon as they are properly
trained.”
There have been some
difficulties in the hiring process for
the DS2. Because of the Italian
Soggiorno laws, they can only hire
people with proper Italian work
visas.
“There was a military spouse I
really wanted to hire,” said
Alexander, “but because she didn’t
have the proper Italian work visa, I
couldn’t hire her.”
The Americans who come here
to work on the project can only stay
for three months, and the Germans
can only stay six months.
“However, the Germans and
Americans who work with us have
worked on military vehicles
before,” said Alexander, “so they
are key in helping train the Italian
nationals to our standards.”
Training the Italians on Army
standards could help both Italians
and the military in the long run.
“This work is giving them
valuable experience,” said Fochs.
“If there is a need to increase fulltime
local national support in Vicenza
once the entire 173rd ABCT relocates
to Italy, there will be an
experienced worker pool from which
to choose.”
“Utilizing Italian Local National
mechanics to maintain the 173rd
LBE is a win/win for today and into
the future,” said Fochs.

Caserma Ederle Quarterly Awards Ceremony
By SETAF Public Affairs Office
Press Release
More than 60 Soldiers and
civilians were recognized today at
the installation quarterly awards
ceremony on Hoekstra Field at
Caserma Ederle.
The individuals were recognized
for a variety of achievements in
their sections, ranging from an
induction into the Sergeant
Morales Club to Certificates of
Appreciation.
“We are recognizing them for the
things they do each and every day
that set them apart from their peers,”
said Maj. Gen. Frank Helmick,
SETAF commander.
Helmick told all of the awardees
they were winners for their
accomplishments.
“A winner is someone who gets
knocked down eight times, but gets
up nine,” said Helmick. “A winner
says, ‘I am good, but not as good
as I ought to be.’”
“The people we are here to
recognize today are all winners in
their respective work areas. They
have shown they have what it takes
to go above and beyond their
normal work duties and perform to
perfection,” he said.
The following awards were
presented during the quarterly
awards ceremony:
The Sergeant Morales Club
inductee was Staff Sgt. Chad Smith;
By Chaplain (Col.) David Smith
SETAF command chaplain
“The thing I’ll remember
forever,” recounts retired Maj.
Gen. Fred Haynes about the
raising of the flag at Iwo Jima, “was
the courage and guts of the kids.”
They were kids, but they were also
heroes.”
Merriam-Webster’s Collegiate
Dictionary defines a hero as an
illustrious warrior, one who shows
great courage. What most Soldiers
know is that the most courageous
warriors on the battlefield are not
those who have no fear, but those
who are most honest to
acknowledge how scared they
really are.
For example, paratroopers who
have a fear of heights, whose
knees shake as the green light goes
on, and yet they jump out of the
aircraft. Paratroopers know the
danger. They have a healthy fear
of it, but steadfastly they set their
face to the task. Why? Because
of courage.
We exalt the courage exhibited
on the battlefield. And what
magnificent courage we have
seen.
The hospital chaplain in
Bagdad shared with me that one
of my paratroopers, a young
sergeant who was critically
wounded, was medevaced. As the
medics were wheeling him into the
emergency room, he motioned for
the chaplain to come over to his
litter. The chaplain thought that
the paratrooper was going to
Non-Commissioned Officer/3rd
Quarter, Sgt. Sean Hooker; and the
Army Achievement Award, Sgt. 1st
Class Kenton Peterson.
Superior Civilian Service awards
went to Paul R. Watkin and Richard
Hendrickson.
The Commander’s Award for
Civilian service was presented to
Eberhard Linder, Shay Morris and
Dr. Robert Slack.
The commander’s Award for
Public Service was given to Chere
Harper.
Awards for continued civilian
service were presented to: (35
years) William Nason, Perry Doerr,
Maria Liani, Angelo Morando,
Ivano Trevisanutto and Annalisa
Grumolato; (30 years) Alfredo
Gonzales, Vando Greselin. Marzia
Chaplain’s corner
request prayer. Instead, the young
sergeant told the chaplain that his
prayers were answered that
morning.
With a startled look on the
chaplain’s face, the sergeant went
on to explain that he had prayed
prior to his convoy that if anything
happened that day it would
happen to him and not to any of
his Soldiers.
I recall yet another image of
courage. While President Bush
was at Fort Bragg, he met with
families who had a loved one killed
in action. A young Army sergeant,
the father of four children, was
killed in Iraq.
While the President met with
the family the young widow held
back tears as he said, “You are a
brave young woman.” She replied,
“Mr. President, I have to be brave
because he was brave.”
Here is another kind of courage
not too often recognized, a young
woman going home to be the sole
parent of four children. Often, this
courage demands greater
gallantry than on the battlefield.
The Lord God assured Joshua
prior to going into battle, “Be
strong and courageous. Do not be
terrified; do not be discouraged,
for the Lord your God will be with
you wherever you go.” (Joshua
1:9) Our Soldiers and families are
truly heroes because they have
shown great courage. In times of
difficulty, let each of us remember
to be strong and courageous
because God is with us.
Dear Vicenza M/HS Students
and Parents,
On behalf of the Vicenza Middle
and High School staff, I warmly
welcome all new and returning
students to what promises to be a
fantastic school year! A new
school year presents opportunities
for exciting beginnings – new
classes, new friends, new courses,
and new materials. We hope that
each of you has had a summer with
plenty of fun distractions from
schoolwork and are now looking
forward with enthusiasm to the
new school year. I encourage all
of you to take your schoolwork
seriously and to get very involved
The staff and administration
welcome you as partners in
providing the very best education
for our children. We have moved
from being a K-12 to a K-8 Unit
School configuration. We look
forward to the opportunities that
these changes will bring. We
believe our community school will
continue to provide a positive and
productive environment where
students, parents, and teachers
work together to help our students
have optimum educational
opportunities.
in extra-curricular activities. A goal
of our dedicated staff is to provide
opportunities for you to excel in
academics, fine arts, and athletics.
We will maintain a focus on
academics while guiding you to
develop skills, attitudes, and
values that will help to ensure
your success. Our outstanding
2007 Terra Nova scores indicate
that student achievement at
Vicenza M/HS is high. Each of you
has the potential to soar above
expectations!
We will continue our focus on
implementing activities that will
give middle school students their
own identity. High school
students have already spoken to
All our students are challenged
to take advantage of the unique
opportunities provided at Livorno
ES/MS to develop their potential
and grow as individuals through
close relationships available with
teachers and community members.
We encourage all parents to take
an active role in the school.
Whether you visit, volunteer, or
provide constructive feedback, we
welcome your energy and
expertise.
We want all students to know
that the time spent in school is a
Sure Start beginning day will be
announced to those parents when
they are notified of selection. Class
lists will be posted at the Post Office
on Friday, Aug. 24 between 1600-
1800 hours. Lists will also be sent
to the School Liaison Officer in
Ghedi, who will notify parents.
Last school year, the staff
conducted an in-depth review of
school data. Based on that
information, we selected two
specific goals for school
improvement and student success:
written communication in all
curricular areas, and mathematical
reasoning. You’ll be hearing more
about this as the year goes along
and we begin implementing
strategies to reach our goals. The
School Improvement Process/Plan
(SIP) is a key component of school
me about upcoming events and
activities that they are planning. Be
prepared to give the Middle School
and High School Student Councils
and your class officers some ideas
that will make Vicenza Middle/High
School the very best DoDDS
middle/high school.
Face-lifts this summer in 16 of our
classrooms and offices have
resulted in removal of old carpet and
the installation of new floor tiles.
These new floors will improve the
learning and work environments for
students and staff.
Family support remains an
important mission for us; our
commitment to our community
families is strong. Many of our
Welcome back Livorno students
significant part of the “best years
of your life”. All mothers and
fathers have jobs and
responsibilities. Our students also
have a job . . . which is learning,
and his/her place of work is the
school. Thus, we want to help each
of our students be just as
successful as possible. Being
productive at school provides a
strong foundation for a successful
life.
It has long been a tradition of
our students to work hard, to
respect all members of our
life, so please consider serving on
a School Improvement Team as a
parent representative.
This year’s Open House will be
held from 1630-1830 hours. We’ll
begin with a whole group meeting
in the Post Theater, then break into
smaller groups for individual
classrooms/programs. Parents will
have the opportunity to meet all the
teachers, new and returning, at that
time. More specific details will be
provided through school and
teacher newsletters.
Together, we can provide the
best learning environment for your
School Bus Safety
Vicenza Student Transportation Office
Press Release
Going To The Bus Stop
1.Be at your stop five minutes before bus
arrives.
2.Walk to bus stop using sidewalks and
crosswalks.
3.Stay three feet away from the curb.
4.Never walk in front or behind the bus.
Vicenza Student Transportation Office
Press Release
Responsibilities for maintaining a safe and
secure school bus transportation is a joint
responsibility involving the Department of
Defense Education Activity, military
communities, students and their families.
Parents of students under the age of 10
years old (off post) and 9 years old (on post)
are required to be physically present at the
bus stop during the morning and afternoon
runs.
Suspension or loss or riding privileges
could result in non-compliance with DoDDS
directives.
These responsibilities are particularly
important when they pertain to children under
the age of 9 (on post) and 10 years old (off
post). Students in this category have been
issued Pink bus passes to identify them to
our drivers and security guides as requiring
special attention.
The Vicenza Student Transportation
Office has concerns and wants to assist
parents in arriving at an appropriate solution
for complying with this policy. Here are some
options available if you are unable to escort
your child to (and remain with while bus
arrives and loads) and from the bus stop.
If you have a neighbor who normally
escorts his or her children, perhaps you could
take turns escorting each other’s children.
This requires the parent to send an e-mail or
stop by the Transportation Office so we can
Behavior at the Bus Stop
1. Stay three giant steps away from the
curb and wait for the bus to arrive.
2. Don’t push, shove or bully other
students.
3. The bus driver will not stop until the
stop is safe.
4. Elementary children enter bus first then
high school.
Behavior on the Bus
1. Follow the “10 School Bus Safety Rules”
in your handbook.
2. Show your bus pass to the bus driver.
3. Listen to the security guide and bus
driver.
4. Sit down in your seat and fasten your
seat belt.
Departing the Bus At The Stop
1. Gather all of your belongings and book
bag.
2. Be careful going down the stairs (use
handrails).
3.Stay three giant steps away from the bus.
4.Never walk in front of or behind the bus.
5. Let the bus leave the stop before
crossing the street.
Keeping children safe top concern for school transportation
make an authorization card with names of
persons authorized to pickup your children
from the bus stop.
If your child has an older (10 years old
and older) sibling, parents may designate this
sibling as the individual responsible to escort
the younger sibling.
Parents and sponsors who choose to place
the responsibility on an older sibling, must
ensure this child knows he or she must wait
by the door after disembarking for their
younger sibling.
Please remember that if a parent,
authorized adult, or older sibling isn’t at the
bus stop to pickup the child, the only
alternative is to return your child to the STO
as indicated in the Vicenza Policy
Memorandum 06-13, Standards of Conduct
for Students Riding DoDDS School Buses.
The STO must insist any child requiring
adult supervision be released to the
respective adult, authorized person or older
sibling at the door of the bus. To do otherwise
leaves the possibility of the child straying
into unsafe territory and risking serious harm.
As in the scholastic arena, parents are the
most advocates for student success and
safety.
The STO contractors, drivers and safety
guides take their responsibilities very
seriously. They solicit your assistance and
support in this endeavor to keep student
riders safe.
For details contact the STO at 634-8132 or
173d ABCT Spouses head for the hills
Story and photos by
Special to the Outlook
Leogang, Austria-Nestled in the
Austrian Alps is the small town of
Leogang. The beautiful scenery
reminds you of the rolling hills
setting for the movie The Sound of
Music.
Found on the www.eurorelais.
com Web site, the Mauthof is a
rental home that can accommodate
up to 13 people. Six spouses of
deployed 173dd Soldiers assigned
to the Brigade Support Battalion
and Special Troops Battalion
stationed in Bamberg, Germany,
made the trip south. Along with
seven of their children, they took a
well-deserved break from the daily
stress to enjoy the change in
scenery.
As the first American visitors to
this home, the traveling companions
were pleased with the house and
awed by its beautiful view.
“The view is breath taking. I just
couldn’t believe that I was there,”
said Jenny Looman, spouse of Spc.
Jeremy Looman, B-Co. 173d BSB.
Looman and her two children, Kyra
and Halle, are undergoing their first
deployment and have only been
stationed in Germany since
February.
According to Nina Johnson,
wife of Sgt. 1st Class Bruce
Johnson, Headquarters and
Headquarter Company, 173d BSB,
being able to tell her husband all
about the trip has made him feel
more secureknowing that his family
is all right and taken care of.
“Though he hates not being able
to join us on these trips, knowing
that we are doing okay allows him
to focus on his mission
downrange,” Johnson said.
Leogang is only a short distance
from Salzberg and Berchtesgaden,
home of the Eagle’s Nest, Hitler’s
summer home. Both are worth a visit
and Salzberg also offers a Sound of
Music tour.
Berchtesgaden lures you with
awesome food, great shopping,
beautiful homes, the Eagles Nest,
and a new museum that offers a
view of the town during its Nazi
period.
Leogang offers great skiing
Army’s 15:12 program rates a Blue Star at Schweinfurt
Story and photo by Mark Heeter
USAG Schweinfurt Public Affairs
Special to the Outlook
SCHWEINFURT, Germany – The
Blue Star that hangs in the window
of a deployed Soldier’s family home
is taking on a new meaning here.
Mirroring Army and Installation
Management Command actions,
U.S. Army Garrison Schweinfurt
Child and Youth Services has
started a major cost-cutting
initiative for children of deployed
Soldiers.
The Army labels the overall
deployment-specific morale, welfare
and recreation program “15:12,”
referring to 15 months downrange
and 12 months at home.
USAG Schweinfurt calls it Blue
Star, with a heavy focus on youth
support.
“Army leadership is trying to do
some things to alleviate stress and
in my arena, that involves reducing
the cost of child care,” said Kris
Davis, acting CYS chief, referring
to three main incentives.
During a Soldier’s deployment,
CYS provides a 20 percent discount
on regularly scheduled full- or parttime
child care; free participation in
two sports per child per year; and
free tuition in four eight-week
sessions of SKIES (Schools of
Knowledge, Inspiration,
Exploration and Skills). Plus, the
annual registration fee is waived.
“We know that when a Soldier is
home, even though they’re busy
and have a lot going on, they still
take on child care (responsibilities).
So that extra support for the
remaining spouse is not there when
the Soldier is deployed,” Davis said.
“By reducing our fees, it helps
(families) reduce their cost of child
care or to save their money on other
things to improve their quality of
life,” she added.
As one of the Army’s highlyimpacted
communities because of
ongoing operations, the
Schweinfurt garrison also receives
additional flexibility to expand other
services, an opportunity that
Davis, her staff and community
leaders are evaluating.
“Our families are paying a higher
price right now,” Davis said,
referring to the current
deployments for the Dagger
Brigade and the 1st Squadron, 91st
Cavalry Regiment in Afghanistan.
“We want kids to be actively
involved,” said Bobbie Jones,
USAG Schweinfurt School Age
Services director. “We want parents
to see that we do recognize the
situation they are in and that CYS
is here to support them.”
beautiful walking and biking trails.
There are plenty of places to
enjoy horse back riding featuring
trails for novice to experienced
riders.
The people of Leogang are very
friendly and most speak some
English or they will find someone
who does. As in most places in
Austria, both children and dogs are
welcome in almost all facilities in
the area.
The 173d spouses have made a
pact to continue to take weekend
A hidden talent burns at Camp Darby thrift shop
Mirella Todaro proudly displays some of her art work.
Story and photo by
Chiara Mattirolo
USAG Livorno Public Affairs
Mirella Todarois a quiet woman
who works at the Camp Darby’s
Second Chance thrift shop as the
assistant manager. But there is a
hidden talent within her.
Born in Rome, Mirella always had
a passion for art. In 1970 she moved
to the United States, where she
discovered the artistic style of
pyrography.
Pyrography is the ancient
technique of burning an image onto
a surface, normally timber or leather,
using different tool tips.
“I was very curious of this
technique which was totally new to
me,” Todarois said. “As soon as I
learned to use it, it became my
passion.”
When Todarois returned to
Tuscany, she continued her art,
practicing at the arts and crafts
center where she was encouraged
by Joy Reed, former Arts and Crafts
manager, to continue to cultivate
her hobby.
“Joy said I had a very particular
and rare attitude towards the naive
style,” explained Todarois. “She
insisted that I show others my art
work, so I participated in various
art exhibits, mainly in Pisa, Livorno
and Lucca.”
Todarois has started selling her
art work, but has mixed emotions
about doing it.
entertained and make the
deployment of their loved ones go
by faster.
“It can be hard to be an artist
and sell your art work. In a way you
don’t want to give your piece away.
But on the other hand, you are glad
people like what you created,”
Todarois said. “I like being
appreciated as an artist.”
“This passion of mine gives me
very special emotions, once I start
a project I have to finish it,” she
said.
“In the future I want to continue
to express myself through art and
carry on this ancient technique.
Maybe I will involve my daughter
who is studying architecture and
design,” she said.
Todarois’ work is currently on
display at Darby’s Second Glance
Thrift shop.
Basic tennis clinic a hit
Story and photos by Deniz Houston
Outlook Volunteer
For the first time in 20 years, youth of the Vicenza
community were treated to a two-day tennis clinic
sponsored by Child & Youth Services. Fourteen people
ages, 8-14 participated in the basic tennis clinic.
The sentiment of the participants was summed up
by 8-year old Noah Ghiz, “I wish this could last at least
a week. It was really fun.”
The clinic was held to see if there was any interest in
the community for youth tennis lessons in the coming
months.
