INVESTISUS APP: A QUALITATIVE APPROACH TO MOBILE GOVERNMENT

ABSTRACT

The development of mobile technologies has contributed to the transformation of the way governments deliver their services and, as a consequence, mobile government impacts the way citizens relate to public services. In this sense, we propose, through a qualitative multi-method approach, to identify and analyze aspects of mobile government in the development and implementation of the InvestSUS application, in the context of the Brazilian Ministry of Health. In doing so, it aims to contribute to the field of research on mobile government in developing countries. To this end, a triangulation of qualitative techniques was carried out in data collection and analysis, which resulted in the construction of a framework for analyzing the implementation of mobile government tools in the public sector. We identified 19 variables related to the proposed framework, as well as 5 new variables, such as: transparency of public information, social control, usability, multidisciplinary team, and ease of access. The results of this study, therefore, reflect an opportunity to understand the phenomenon of mobile government in the context of the public health sector.
