In tha past conalder-: able clerical work In oonnacUon with the trsnamlasioa of Invoice from and to tlie examiners has been dona both ta the divla-' Ions and la tbe Invoice bureaua, which hss Involved a keeptn of a eeriee of records which were largely duplications of each other. Hereafter, virtually iU of this work will be dona in the Invoice bureau, thus dispensing- with the needless duplication of u'ta'axpected tbat this change will result la cxpodUI-g the passage of Invoices rroro and to tha examiners. Ther has been In tha past too great delay, due to tbe hold- tntr-up of tha invoices, while two separate-records ware made, in the' transmission of Invoices to tha examlnsrs and from tha ex- eminers to the collectors. By tha consoll-dstlon of tha work and tha elimination of tha extra records, a larg-e part af tha delay, ran ba obvlxtea. At tha same time a number of additional clerks have been assigned to work with the examiners ao as to relieve the examlnora of clerical work and enable the latter to devote their entire time to their proper duties of examination and Thla bas bean dona without' tha aopoiat- -meat of additional by assigning to tha examiner clerks who heretofore have been engaged in making records tbat have bean eliminated under tba new plan.

This will result not only In tha more prompt areas' a of Invoice throtjgii thla office, but In mora accurate work by tha examiner. Tha consolidation Of tbo clerical work in tbe Invoice bureau and the elimination of useless records will so reduce tha amount of clerical work required to be done that tha services of tour teen clerks will ba dispensed with. When asked whether this reduction of the force was in accord with the civil service laws. Appraiser Bird answered in me ai irr mauve. "-mere simply is no work for thorn here," he added.

The salaries of the clerks who have thus been dismissed range from $1,000 to $1,400, and some of them have seen years of service with the Government. None of the very elderly men, however, la In cluded in tiie numoer One of the examiners who has been many years in the service, when asked his opinion about the changes going on In the Custom Appraiser's DeDartmenL satd Tha one great fault of the appraising system at this port-is that it expects In one examiner an expert knowledge of merchandise, honesty, and sobriety, a legal mind, the special qualifications of a regularity, and all for th munificent salary of per annum. Many of the examiners of mer chandise are grinding away for dear life each day oa mai when they should be free to assess values. In many of the divisions there Is a constant effort to break records in the amount of invoices passed, which, to say the least. Is not conducive to thorough work, nor does it protect the revenue.

At least- twentv additional examiners are needed in this department, who would lighten the burdens of the present force, thereby enabling thn men to become expert In reality. More examiners max en tail an extra expenditure of $50, tx an nually, Dut tnis would onset Dy increased valuations, which. In turn, means to the Government more duties. These additional men wou not only make up their salaries, but would add to the revenues, which the present overworked force cannot-effectively do. Another discouraging feature Is that the openers, packers, clerks, and assistant Appraisers are constantly having their salaries increased, wnue tne examiner, the one'man who la always heid respon slble.

Is rarelv reimembered. If the examiners of twenty years ago were worth ,..) salaries, -then in to the increased volume of busi ness and other facts, the present exam- iners ougnt receive n.wt) per year.
