To the Plan Commission Members of the Village of Bristol, Wisconsin 

We, the undersigned residents of the Village of Bristol are opposed to the Advenir Oakley Capital 531 unit complex development proposed for the area west of 130th Avenue and south of Hwy 50. 

  • A development of this nature does not fit within the established character of Bristol and is not in  the best interests of our Village.  
    • The development is not NATURAL to the proposed area. 
    • Does not fit with the current single-family homes, or even the one-story rentals.
  • Advenir Living LLC has an F rating with the Better Business Bureau.

    • 47 company complaints in last 3 years, such as:

      • Pest infestation

      • Water / mold damage

      • Non-functioning water heaters

    • Advenir Living LLC joined Oakley Capital in 2020, creating Advenir Oakley Capital LLC

      • Has Advenir Oakley Capital LLC built any developments?

    • Advenir Oakley Capital LLC should not be allowed to sell Phase 1 to fund Phase 2

  • Excessive traffic and safety concerns are guaranteed.  
    • The current proposal indicates a 531 unit complex which produces an estimated 4,000+  auto trips per day.  
    • There will also be significantly increased traffic because of the Fleet Farm combined  with the closure of 128th avenue. 
    • Effectively, 25% percent of Bristol’s population would be reliant on one road for access  to all elements of daily life.  
    • Is the intersection of 130th Avenue and Hwy 50 designed to handle the increased traffic.
      • Was there an Intersection Study done?
      • If not, we are requesting an independent party do an Intersection Study prior to
        any action being taken by the Plan Commission regarding the development.
    • Emergency vehicles responding to incidents would be reliant on one road for access to  the entire population. 
      • Fire department access and cost  
      • Increased cost of more police – 1200 people in rentals will bring more issues.
    • School buses would need to accommodate the increased population and would likely not be able to directly service the proposed development.  
    • Snow removal and parking would create additional hazards and safety concerns.
    • The traffic from this development will needlessly endanger all residents. 
  • Overcrowding of our schools will get worse. 
    • The Bristol School district did not pass the last referendum to expand classroom space.
    • The current enrollment is 830, organically increasing from 677 in 2011. 
    • Projected surge of at least 500 students from the proposed development 
      • Approximately 40 students per grade level from K-12 
      • Need at least an additional 15-18 classrooms at the K-8 school 
  • Project Variances - If the development was a good fit for Bristol, it would not need any variances or PUD’s
    • Parking 
    • Building sizes 
    • Setbacks 
    • Others to come 
  • The proposed development results in a substantial impact to the single-family residential  subdivision (Bristol Ridge Estates) and the multi-family homes directly to the east. A substantial  investment has already been made in this area and the density of the proposed development  undermines the trust of existing residents who’ve moved here in good faith based on Bristol’s  vision of a natural-based community. 
    • The development will not cover the increased cost of civil services, costing all Village of Bristol residents more in taxes.
      • Was there an Impact Study done
      • If not, we are requesting an independent party do an Impact Study prior to any action
        being taken by the Plan Commission regarding the development.

Bristol is known as a rural, natural-based community. Although we look forward to continued growth for Bristol, we would like to reiterate our strong belief that a development of this nature does not fit within  the established character of Bristol and is not in the best interests of our Village.  

Attached is a petition signed by citizens of Bristol, all of whom oppose this development, share similar concerns, and will be directly impacted by a development of this nature. The list of signatures continues to grow as more citizens become aware of the proposal.
