Barry Robert Pepper was born in Campbell River, British Columbia, as the youngest of three boys to a family with a background in logging. At the age of five, his family embarked on a remarkable adventure, sailing in a homemade yacht across the South Pacific islands for five years. During this unconventional upbringing, Pepper received his education through correspondence courses and attended public schools in Polynesia. His family fostered his creativity and imagination, encouraging him to engage in improvisation and acting games while aboard the ship.

After completing their journey, Pepper's family returned to Canada, settling on Denman Island, which held familial ties dating back five generations on his mother's side. He graduated from Georges P. Vanier Secondary School in 1988 and went on to attend Camosun College, where he received a scholarship for his artistic achievements. Initially studying marketing and design, Pepper eventually shifted his focus to acting. He moved to Vancouver and dedicated four years to studying acting, including at the Gastown Actors Studio.
