About the author
Mark Phillips is an author, guitarist, arranger, editor, and publisher with more than 40 years in the music publishing field. He earned his bachelor's degree in music theory from Case Western Reserve University, where he received the Carolyn Neff Award for scholastic excellence, and his master's degree in music theory from Northwestern University, where he was elected to Pi Kappa Lambda, the most prestigious U.S. honor society for college and university music students. While working toward a doctorate in music theory at Northwestern, Phillips taught classes in theory, ear-training, sight-singing, counterpoint, and guitar.
During the 1970s and early '80s, Phillips was Director of Popular Music at Warner Bros. Publications, where he edited and arranged the songbooks of such artists as Neil Young, James Taylor, the Eagles, and Led Zeppelin. From 1985 to 2013 he was Director of Music and Director of Publications at Cherry Lane Music, where he edited or arranged the songbooks of such artists as John Denver, Van Halen, Guns N' Roses, and Metallica, and served as Music Editor of the magazines Guitar and Guitar One.
Phillips is the author of several books on musical subjects, including Guitar for Dummies, Metallica Riff by Riff, Sight-Sing Any Melody Instantly, and Sight-Read Any Rhythm Instantly. In his non-musical life, Phillips is the author/publisher of a series of "fun" high school textbooks, including The Wizard of Oz Vocabulary Builder, The Pinocchio Intermediate Vocabulary Builder, Tarzan and Jane's Guide to Grammar, and American History from Christopher Columbus to Andrew Jackson in Easy Question and Answer Format.
Phillips' own publishing company, A. J. Cornell Publications, was named in honor of, and publishes selected works by two favorite early 20th century authors, A. J. Cronin and Cornell Woolrich. A. J. Cornell Publications also publishes numerous Kindle editions of books on a variety of subjects, including history, biography, literature, mythology, science, and mathematics.

As far as their relevance goes, I am a guitarist living in Mexico, and most of these songs are still very popular among Mexicans of all ages. Many are not known by tourists or maybe members of "the Latin American Club," but they are loved by Mexicans.
The few songs that I've learned from the book have had very accurate tabs, and the accompanying CD is very helpful, and enjoyable enough to play when entertaining Mexican guests.
One recommendation: Learn the soulful La Llorona as the author tabs it, then convert it to an American style of folk finger picking. The Mexicans tell me its the most intensly emotional La Llorona that they've ever heard. That is one example of how to build on what the author presents in this book. On the other hand, don't even listen to Malaguena -- it's embarassing, and can't be played in an easy way without ruining it. Do a search on the Internet for Malaguena Sabicas to see how the late master played it.
The reason that I'm revisiting this publication again after purchasing it several months ago is that I'm buying a second copy for a very good Mexican friend of mine, who has been playing the guitar and singing many of these songs for more than thirty years. She has seen me play, with my finger style, and wants to learn to do the same. I told her that this book was a good way to start.
First, there are no fingering notations for left or right hand in the music, which is a big oversight for anyone serious about learning the style, especially the right hand. Which finger to use to play a string is a big deal when beginning this style, as using correct fingers as you play is the basis for learning all the more advanced pieces.
Second, the pieces as written in this book are by and large not the actual pieces. They are simplified versions. For example I learned El Noi de la Mare as played by Segovia on YouTube and the version in this book is wayyyy simplified and honestly not even close. Lagrima is accurate as it's a simpler piece. La Paloma is simplified and in a totally different key I believe, but the version in this book is still very nice and fun to play. The downside is that for the player who intends to be serious, you will end up learning these pieces twice-- the easy version in the book, and the real version in the future when you're ready for it.
TL;DR: if you are planning on becoming a very serious student of the classical guitar, I couldn't recommend this book. I'd recommend finding a more structured, organized method that allows advancing your technique "properly" rather than spending time learning these sort of scattershot, simplified pieces lacking finger notation. If however you are a casual player just looking to learn some pieces that sound pretty as quickly as possible and that aren't super difficult, this book is perfect.

I took up guitar three years ago and had the advantage of some private lessons. I'm loving this book!
Great that the audio tracks are available. Although I think that the audio versions are not exactly the same as in the book. But still useful all the same.
I like the use of both classic notation and tabs.
