Nice post.
The PS1 version seems to have less aliasing going on, and it's textures seem sharper and crisper (possibly higher res?). However, the textures also seem all washed out and not as vibrant. Plus, If the audio quality is really as bad as you say, it makes the Saturn version the clear choice.
The PC version sounds like it's a bad port, which is too bad. It could have been the ideal version of the game, bridging the gap between the Saturn & PS1 versions.
Anyway, I've been looking to add this game to my collection for a while now, and this was really helpful for letting me figure out which version to get. Thanks! :)

The Saturn seems to use its built in synthesizer to render the songs in real time, so no way of ripping the music as I can see.
How about Pandemonium 2?
