4 1. NAME 1.1 The name of the Organisation shall be “THE SOUTH AFRICAN NATIONAL BOXING ORGANISATION" Hereinafter also known by the acronym SANABO. 1.2 The official language of the Organisation shall be ENGLISH. 2. OBJECTIVES OF THE ORGANISATION 2.1 To promote, foster and safeguard the interest and welfare of Olympic Style Boxing throughout South Africa. 2.2 To control all recognised-affiliated Olympic Style Boxing bodies, which shall be bound by the Constitution and Rules of the Organisation. 2.3 To affiliate to the National Olympic Committee of South-Africa also known by the acronym SASCOC. 2.4 To affiliate to the International Boxing Association (AIBA) and such other bodies as may be in the interest of Olympic Style Boxing. 2.5 To control all Olympic Style Boxing tournaments of affiliated bodies in South Africa by ensuring that they are held subject to the Rules and Regulations of the Constitution. 2.6 To hold South African Championships annually and also, when necessary to hold trials for the selection of the teams. Furthermore, to assist, decide upon and make arrangements for visits of teams from and to countries outside South Africa. 2.7 To raise funds to further the aims and objectives of the Organisation and to use its funds prudently. 2.8 To deal with any other matter affecting Olympic Style Boxing, to the best of its ability and in a manner which shall be conducive to the attainment of the objectives listed above. 2.9 To sanction, arrange, conduct Referees, Judges, Coaches, Administration Courses and to control the issuing of certificates to successful candidates at all levels or grades within the area of jurisdiction of the Organisation. To invite experts in different fields from abroad and/or sending officials to attend courses abroad. 2.10 To ensure that the policy of Non-Racialism is not only subscribed to but actively pursued by the Organisation and its affiliates and in this regard to guard against and oppose discrimination on the basis of colour, religion, sex or creed.

5 MEMBERSHIP The following Boxing Organisations controlling Olympic Style Boxing in their respective areas of jurisdiction are eligible to affiliate as full members to the Organisation: 1. Limpopo Boxing Organisation (LIMBO) 2. Gauteng Boxing Organisation (GABO) 3. Mpumalanga Boxing Organisation (MPBO) 4. North West Boxing Organisation (NWBO) 5. Free State Boxing Organisation (FSBO) 6. Kwa-Zulu Natal Boxing Organisation (KZNBO) 7. Northern Cape Boxing Organisation (NCBO) 8. Eastern Cape Boxing Organisation (ECBO) 9. Western Cape Boxing Organisation (WCBO) Multi code sport organisations and other multi-disciplinary sports organisations who enjoy national jurisdiction over such sports and amongst which Olympic Style Boxing is played nationally, will be eligible for associate membership on application to, and acceptance by Council; USSA

6 AFFILIATION AND SUBSCRIPTIONS
4. Conditions when applying for affiliation: 1 Affiliation fee of R 2 A copy of the Provincial Constitution. 3 List of all affiliates (Regional Structures). 4 List of clubs forming structure of the region. 5 List of boxers (R20.00 Registration fee per boxer). 6 Copy of minutes (Of Annual General Meeting). 7 Audited balance sheet. 8 List of office bearers. 9 List of delegates to SANABO meetings. 10 List of all officials including all commission members (R50.00 Registration fee). 4.2 The said bodies shall affiliate to the Organisation and each shall submit a copy of its constitution for approval by the Organisation. 4.3 All affiliated bodies shall notify the Organisation of any amendment to their constitution, which amendments shall only become effective when approved by the Organisation. 4.4 Each body affiliated to the Organisation shall pay to it an annual subscription or such other amount as may be determined at a General Meeting of the Organisation. The subscription shall be payable annually in advance before the 31 March each year. 4.5 Payment of the subscriptions shall constitute binding membership of the Organisation for that particular year.

7 THE MOST IMPORTANT RULE IN AMATEUR BOXING IS THE SAFETY OF THE BOXER.
A DOCTOR MUST BE AT RINGSIDE DURING ALL AMATEUR BOUTS, AND MAY ADVICE THE REFEREE TO STOP THE BOUT AT ANY POINT. ALL BOXERS MUST UNDERGO AN ANNUAL MEDICAL CHECK-UP. ALL BOXER ARE MEDICALLY EXAMINED BEFORE EVERY COMPETITION. A PREGNANCY DECLARATION MUST BE SIGNED BY ALL WOMEN BOXERS BEFORE EVERY COMPETITION.

8 DEVELOPMENT SANABO IS RESPONSIBLE FOR THE FOLOWING DEVELOPMENT:
BOXERS ON ALL LEVELS: BEGINNERS (NOVICE) JUNIORS – 12 to not 17 years of age. YOUTH – 17 to 18 years of age. ELITE – 19 to not 34 years of age. Women boxing in all the above categories. COACHES OFFICIALS (REFEREE & JUDGES/RINGSIDE PHYSITIONS) MANAGERS

9 SANABO is an all volunteer Organization. No funding received for full
SANABO is an all volunteer Organization. No funding received for full time Secretary or Development Officer or even a full time Coach. This is not good for an Olympic Code where medals are expected. Volunteers have full time jobs and their priority is to put food on the table and educate their children. I run a factory, Steve Masike is an Attorney and Jeanette Dyzel runs a day care center for children – and so I can go on. So yes there will be the odd delay but this cannot be helped.

10 FINANCES SANABO has no sponsor and not because of a lack of trying
FINANCES SANABO has no sponsor and not because of a lack of trying. Potential sponsors believe they get more TV and other media exposure with professional boxing. SRSA SRSA does provide (limited) funding on an annual basis (hardly ever on an ad hoc basis). The problem is that the funds are always received too late to spend the amount of money before the end of the financial year. Examples over the past 3 years:   R March R weeks before the end of the FY R days after the FY R not known yet The problems this creates with scheduling and rescheduling of Projects is extremely disheartening.

11 SANABO is at a distinct disadvantage for funding when compared to the millions of Rands that BSA has annually received. SANABO felt so strongly about this inequality in funding, especially when viewed against the fact that professional boxing in SA is a multi-million rand business that our Treasurer has twice appeared in front of the Portfolio Committee in an attempt to address this ongoing issue. Not to mention the millions that Provincial Sports Departments have spent on professional boxing over a three year period – RM7.2 in the Free State and RM8.3 in the NW are but 2 examples that have been reported in the media. The question is raised whether SANABO could have produced a World Champion or Olympic Medalist if this kind of funding was available for Amateur Boxing!

12 LOTTO Lotto funding is sporadic, inevitably late (3 years after project should have been presented) and administratively flawed. The media reported that R930 mil that were allocated to the Sport sector was given back to treasury while federations are struggling to keep head above water. SANABO spent over R of own funds/reserves in paying the total expenses of SANABO teams to the last two Olympic Qualifying tournaments for the 2008 Olympics. SANABO has yet to be refunded by Lotto and until then has no more reserves.

13 WHY WAS THERE ONLY ONE BOXER AT THE 2008 OLYMPIC GAMES SANABO WON 2 MEDALS AT THE 2007 AAG (automatic qualifying criteria for Olympics) but then rules changed. Olympic qualifying tournaments. Two boxers lost by one point so we could easily have had 3 boxers. SANABO boxers turn professional too soon. Hekkie Budler was a promising candidate for a medal in Beijing but he turned professional and has already won (and lost!) a world title. There are other examples. Unfortunately BSA has in the past actively recruited medal prospects (Mchunu KZN). Fortunately E/Cape Professional boxing body is cooperating fully by placing a two year moratorium before talented amateur BOXERS can turn professional before the OG. Lack of funding for medal prospects to compete internationally and prepare for Olympic ‘’trials’’. Note: 195 countries is participating in Amateur Boxing. Only 67 countries qualified for the Beijing OG. We were there with limited funding

14 COACHES It has often been said that international coaches are the answer. SANABO recruited an E German coach from Nigeria (2 medals 2002 Games) but because of administrative infighting and a higher financial offer from Australia he left and Australia are really doing well on the medal tables. SANABO was then ‘’given’’ a Cuban Coach. He could hardly speak English, no driver’s license and not accepted by local coaches – basically a disaster. Funds are needed to send our coaches on International courses and training camps.

15 WOMEN BOXING   SRSA made one payment (R ) in 2007 for women boxing projects, enabling SANABO to develop women boxing.. Next month  SANABO will be conducting a women tournament for talented women boxers from all 9 Provinces. 30% of our Technical Officials are women and 2 Ladies are on the Executive committee of SANABO. Jeanette Dyzel enjoys high regard as a computer scoring operator internationally (Both Zone 6 and Africa). We could do a lot more if we received more funding.

16 SASCOC   SANABO is in good standing with the Olympic Committee of South Africa. Our Medium and Long term plans are updated with regular intervals. These document is not worth the paper it is written on without funding!

17 BSA The International Boxing Association (AIBA) regulates the rules and regulations of Amateur Boxing in the world. It is clear that Affiliated members to AIBA are not allowed to participate, promote or hold any position in Professional boxing. SANABO signed a MOU in 2008 with BSA. Unfortunately BSA has not cooperated, only two payments made for boxers turning professional since 2008!! It is unfortunate that BSA has continuously had financial and top management problems which have been highlighted by the Auditor General in Parliament and that people now think these problems include SANABO – which is not the case. We wish BSA no ill but at the same time would like to stay well clear and not be associated with BSA problems. SANABO has always received a clean bill of financial health from our Auditors and our Administration is in order. In fact SANABO is proud of our Good Governance record.
