DAVAO CITY – The Department of Labor and Employment in Davao Region (DOLE-11) has recorded over 1,000 qualified applicants and 27 who were hired on the spot during the 2022 Labor Day Trabaho, Negosyo, Kabuhayan (TNK) Job and Business Fair on Sunday. DOLE-11, in a report on Monday, said 296 applicants were recommended for next-level interviews. MARAWI CITY -- Around six thousand Maranaws flocked, Monday morning (May 2), to Jameo Mindanao Al-Islamie Islamic Center of Marawi, inside the most affected area (MAJ), to attend the Eid prayer to end the monthlong Ramadan. Known as grand mosque, the Islamic Center was opened for the first time for prayer since the siege in 2017. It’s about time for Klarex to win as CDO mayor ROCKINGHAM, North Carolina---Why do I think that Congressman Rolando ‘ Klarex’ Uy of Cagayan de Oro City’s 1st district will become the next city mayor in the May 9 elections? His journey to become the next city mayor took all of 34 years and during that time he slowly built his bailiwicks and paved the way to win City Hall’s mayoral seat. He almost made it in 2010, being the first local official to crack the entrenched Emano dynasty in the city and Misamis Oriental province. It was 12 years ago when Klarex lost by a very slim margin of less than 5,000 votes against the late mayor Vicente ‘Dongkoy’ Emano. In fact there is a claim that Klarex or ‘Landoy’ as he is known to family and friends won the 2010 election based on the ballots found at the garbage dumpster days after the May 2010 election. Still that loss didn’t deter him from his goal of one day becoming mayor. Like a builder, he slowly rebuilt his political career, endearing himself not only to his constituents in Barangay Carmen as their barangay captain but as congressman of the city’s first district. Now that he is on the

cusp of victory, he is being bombarded with all sorts of political black propaganda by his desperate rivals. Klarex not being a pure Kagay-anon? Yes, he wasn’t born in Cagayan de Oro City but since he arrived in the city by virtue of his marriage to a Velez, a native Kagay-anon, he served in barangay Carmen first as kagawad then as barangay captain and currently is congressman of the city’s first district of which Carmen is the biggest barangay. Being a fixture in the city’s first district, Klarex is mostly present and ready to help the families affected by natural and human-inflicted calamities (typhoons, fire etc) and he and his staff are on the frontlines providing food, medicines and nearly all forms of assistance 24/7. During this year’s candidates’ fora, Klarex was criticized for not attending but he explained in a prior press conference that he was a man of action, not words. And as evidenced by his message of gratitude to outgoing Cagayan de Oro City Mayor Oscar Moreno in last Monday’s virtual flag-raising ceremony, Klarex is more comfortable (and maybe even more fluent) speaking the local Visayan lan-

guage. And his constituents in the first district mostly likely didn’t mind him not showing up for the debates though the bigger concern would probably be the next elections when Congressman Rufus Rodriguez is rumored to be gunning for the mayoral post. Anyway, his partnership with Mayor Moreno made it possible, as Mayor Moreno would put it, for them to help the city residents cope with the economically debilitating effects of the COVID-19 pandemic. Even Klarex’s rivals like Rufus had to admit that Uy’s local staffs were on the ground distributing relief goods and water. And compared to Klarex, his other rivals only show up during election season to lash out at him with putdowns and baseless accusations as mouthed off by his paid attack dogs in mainstream and social media. IT has been said that the most flawed of all of God’s creation is the Homo Sapiens (human beings) as such species were responsible in killing its own kind in 19th century alone at the tune of some 170 million human beings out of two world wars, and the cleansing of Pol Pot and Hitler not to mention the havoc brought by the Russian communism, Maoism and the Vietnam War. Not only that. The doomsday clock has been set at “one minute before midnight,” meaning, the world is now facing its 6th extinction. While the 5th extinction happened 63 million years ago as asteroids hit the earth erasing dinosaurs from existence, Climate Change which is Anthropogenic (man-made) is now threatening to end life on earth. Indeed, we are now in the 22nd year of the 21st century but we are not sure anymore if we can reach the 22nd century which is only 78 years from now because the homo sapiens’ wrong development paradigm which is sacrificing the ecosystems and the people to the altar of greed and profit. Humanity is now suffer-

ing from collective insanity with world leaders as exemplified by Ronald Trump & Vladimir Putin who are without doubt governed by egoic mind. The multitude are not only addicted to substances, television, cigarettes, alcohol but on compulsive thinking, buried deeply in unbridled materialism and consumerism and so much denigration of spirituality. How will the world end? Either through climate change or nuclear war? But unknown to many, a new consciousness is now rising that is transforming the homo sapiens (human beings) into homo pacem (men and women for peace) or spiritus luminous (enlightened spirits). That consciousness is dawning upon humanity that the homo sapiens is not just form (body) but more as consciousness (a being), even prior to being born. That being has been created by the Eternal Unseen Being in is His own image and likeness but has opted to live devoid of such connectedness with the great spaciousness and stillness of nature. We have forgotten the Buddha nature or

the Christ within. It is time therefore to read the holiest of books that God Himself has written for humanity to have a great leap forward in the evolutionary process. The holiest of books is not written by evangelists or well-known prophets but one authored by the Creator Himself, evolving through billion of years, shown in the beauty of the universe. Neither it is written in words nor in any language and is opened 24 hours a day and has no literacy requirement and can be well understood using not one but five senses. That book is said to be a manifestation of the Unseen using the great void as its pages and the four elements of the Universe as its alphabets, namely, Fire, Water, Earth and Wind. It is called the Book of Nature written through the ages that contains all the mysteries of life and the laws that must be obeyed irrespective of race, color, belief, gender and class. Who Has The Solution? By Former Usec. VIRGILIO LEYRETAÑA

ON May 9, 2022, we will elect 18,086 new sets of national and local officials across 14 regions and 7,641 or 7,640 islands of our archipelagic country, if we exclude the Panatag or Scarborough Shoal which is claimed, occupied and controlled by China. After 187 years of having periodic national elections since 1935, and after 30 years of local elections since 1992, it appears not much has changed. Paradoxically if not ironically, we are still hearing similar complaints about the in-effectivity of government, and its failure to provide basic needs required in our daily lives. Until now, we are still shouting, even much louder than before, for change. Election is a process of selecting from alternatives the best who can ably represent us and articulate our interests and concerns that matters most in our lives. Hence, the overarching question is who among the candidates for the leadership of our country either individually, jointly, or severally is prepared with well-studied, realistic, fundable within the limits of our resources, doable and attainable plans, pro-

grams and projects that are responsive to the demands of time and circumstance which, among others, include universal healthcare and hospital services for all; revitalization of agriculture of and fishery; expansion of recovery of our lost coastline and ocean fishing areas, irrigation, and upgrading of our outdated education system, and has the right solutions to the interconnecting problems of our nation? This 2022 elections comes at the cusp of our recovery from covid-19 and the vaccination of the entire population; when our country is already immersed in staggering problems and saddled by P12.3-trillion indebtedness that can exceed P13-trillion by the end of 2022; and with budget deficit that might compel the next administration to impose new and higher taxes to spur bigger revenues, and make our situation much more difficult. With our current situation, who among the candidates have a package of solutions to the formidable economic and financial problems of our country? Coincidentally, this 2022 elections comes also at the

most critical moment when the world is shuddering on the brink of a full-scale biochemical, hypersonic nuclear war as a consequence of the uncontrollable and unpredictable RussiaUkraine war. This devastating war of attrition, together with the existential threats from other possessors of weapons of mass destruction, coupled with the deteriorating situation in the Middle East, and North Africa, and the ascendancy of China as the new power in Asia, have changed the landscape and architecture of international and human security. This created a wider range of threats to world stability and a new equation that redefined the paradigm for collaborative governance. Considering that we cannot isolate or be immune from this clear and present danger, this evokes the question as to who among the candidates has the grasp of international security challenges and prepared with defense programs and policies for our country’s protection and survival? Viewed from the prisms of our borderless world, we need not be a cassandra to predict that the implications

of intersecting problems arising from this terrifying Russia-Ukraine war will have dire and far-reaching consequences creating uncertainties replete with instabilities across the globe. Moreover, with the rise of China as the dominant power in Asia, with the strategic convergence of the United States, India, Japan and Australia in the region, and with the Philippines now at the epicenter of cross-cutting economic, political and security issues, who among the candidates has the expertise in foreign relations and prepared with the strategic formula to resolve our maritime boundaries, recover our disputed island, fishing oceans and coastlines to protect and preserve our sovereignty and territorial integrity? In today’s world sans distances, it is inevitable that the collateral damages of this catastrophic events will permeate countries by way of high inflation and borrowing interests rates, triggering increasing cost of imports of gas and oil, petroleum products, and commodities including rice and other food supplies. Conversely, it will increase cost of exports due to slow-

down in productions and disruptions in international supply chain either via airlinks, sea routes or land transports. Inescapably, this will spillover to the Philippines and juxtaposed on our existing situation, at the time our country is already immersed in staggering interlocking problems; and saddled by P12.03-trillion indebtedness that is expected to exceed P13-trillion by the end of 2022; and with budget deficit that might compel the next administration to impose new and higher taxes to spur bigger revenue collections thus, compounding our already complex problems. Inevitably, this will affect the leadership, governance and administration of the affairs of state at all strata of government. Hence, who among those aspiring to become our leaders is prepared with remedial measures to maintain the equilibrium of our precarious financial condition? Who among the candidates has adequate knowledge and well-rounded experience in dealing practically with everything required in people’s daily lives, and ready with programs that are responsive to the

needs of the communities? Thirteen years from today or in 2035, our republic will have become 200 hundred years old. As it appears, not much has changed. It seems as if we merely had been riding on a merry-go-round, if not dancing in the rigodon choreographed by politicians who were motivated by self-interest and not by altruism of service to the country. For too long, while we were focused in the pursuit of our individual needs and happiness, we kept silent, complacent and oblivious while dynastic politicians strengthens the ties that bind them, and reshape their “modus operandi” to perpetuate control of an “oligarchy-syndicated government”, and to retain monopoly of opportunities and resources. We forgot that, unless we change ourselves, politicians-leaders and government will not “ipso facto” change by their own mutations. GSIS collection via Bayad hits P113 million

STATE pension fund Government Service Insurance System (GSIS) has already collected PHP113 million in loan payments after over 10 months of implementation of its partnership with Bayad (former Bayad Center). “Maraming salamat sa suporta ng aming miyembro at pensiyonado (Thank you very much for the support of our members and pensioners). NATURE OF THE PROCEEDING

This petition is a judicial liquidation proceedings. A liquidation proceeding is a special proceeding which consists of a number of cases properly classified as “claims”. It is basically a two-phased proceeding. The first phase is concerned with the approval and disapproval of claims. Upon the approval of the petition seeking assistance of the proper court in the liquidation of a closed entity; all disputed claims against the bank are required to be filed with (the LC. This may end with the declaration by the LC that the claim is not proper or without basis. On the other hand, it may also end with the LC allowing the claim. In the latter case, the claim shall be classified either as ordinary or preferred. Such order, allowing or disallowing a particular claim, is in the nature of a final order, which may be subject of multiple appeals in accordance with the Rules. The second phase involves the approval by the LC of the distribution plan submitted by the duly appointed Receiver. The distribution plan specifies in detail the total amount of assets available for distribution, the amount and the kind of payment by which the claim earlier verified and found to be in order shall be paid. The Order ushers the final phase of the liquidation proceeding – payment of all allowed claims in accordance with the order of legal priority and the approved distribution plan.

In compliance with Order of Court, said Order was published for three consecutive weeks in The Malindang Tribune, a newspaper of general circulation in the Municipality of Calamba and in the Province of Misamis Occidental; the first publication was made on February 23, 2009; second publication made on March 02, 2009; and the third publication was made on March 09, 2009 (Exhibits C, C-1, D, D-1, E, E-1). A copy of afore-said Order together with the petition and its annexes were posted in the following places, as follows: bulletin board of this Court; entrance door of the then Office of the Rural Bank of Calamba, Misamis Occidental which is presently occupied by Gaca Daku Multi-Purpose Cooperative; bulletin board of the Municipal Hall of Calamba; Ticket Booth of the Market Collector situated at Calamba Bus and Jeepney Terminal, Entrance door of the Office of the Public Market Supervisor of Calamba, Misamis Occidental (Exb. F) In the Order of Court dated December 05, 2008, it is expressly provided as follows: All persons who have claim(s) against the Rural Bank of Calamba (Misamis Occidental), Inc. are required to file their respective claim(s) in this Liquidation Court and copy furnished the Liquidator, Philippine Deposit Insurance Corporation (PDIC) within the ninety (90) days after the last publication of this Order and/or before the date of Initial Hearing of this case. This Court did not receive any oral and/or written opposition to the petition, before or during the initial hearing when the case announced in open court on June 04, 2009. To the mind of the Court, there is no person who has a claim against the Community Rural Bank of Calamba (Misamis Occidental), Inc. WHEREFORE, premises considered, there being no claim filed against the Community Rural Bank of Calamba (Misamis Occidental), Inc. within the period allowed by the Court, this Court hereby decreed that all persons who may have a valid claim against the Community Rural Bank of Calamba (Misamis Occidental), Inc. is hereby barred by estoppel from filing any claim against afore-named bank. Esquivel said. The Girls not Brides Bill defines child marriage as an informal union or cohabitation outside of wedlock between an adult and a child, or between children. It stipulates to abolish all traditional and harmful practices, affirms the human rights of children, and views child marriage as a practice constituting child abuse. Any human being under 18 years of age, or any person who is 18 and over, who is unable to care and protect oneself from abuse is protected by this bill. Attorney Bernz Amago shared with a resolute voice, “Providing the legislative framework of prohibiting Child Marriage and declaring the same as illegal sends a clear message that the country does not condone these abhorrent practices that patently violate human rights.” If passed into law, the act will be titled, “An Act Prohibiting the Practice of Child Marriage and Imposing Penalties for Violations Thereof ”. How can each one of us support the bill? Under the bill’s section 5, the unlawful and prohibited acts against girls are deemed public crimes. Artificial intelligence is now the new normal thus, requiring new kind of leadership, knowledge, talents and skills. The traditional leadership and redundant governance by chance or hindsight, or by “oido-oido” will no longer be responsive to circumstantial demands. The antiquated ways and means, methods and system have been overtaken by the morass of time an tide of events. To paraphrase Einstein, “Yesterday’s solutions cannot solve today’s problems.” The dimension, complexity, magnitude and enormity of daunting problems confronting our country today, demands leaders with technological knowledge with audacity and creativity to confront the odds. We need leaders who can stand up for what is right, and the nerve to rectify what is wrong. We need leaders who won’t hesitate to undertake bold changes necessary for the betterment of the country. We need leaders who understand our legal system, who knows that laws are properly enforced for the protection of the population, and who can encourage the passage of new laws under which the rule of law and justice, human rights, and fundamental freedoms can be maintained and promoted to create conditions that contribute to the growth of society. At this time, when we are weathering to overcome the sustained crisis, we cannot just take a chance, and much less in,trust our posterity to those who practice money politics. Vote buying emasculate our free will. Selling our votes is a surrender of our individual sovereignty. It deprived us of our personal freedom of choice and to vote without outside intervention. It tolerates fraud, encourages graft practices and corruption of the entire political system. We need new breed of leaders, who can understand the maze of our problems, honed in critical thinking, and equipped with proper tools for pragmatic and strategic analysis. We need leaders who are knowledgeable about the intricacies of leadership, administration, and governance, and who are primed in solving problems. The Philippines is an archipelagic country. Hence, who among the candidates is prepared with a plan for our maritime development to enhance inter-island connectivity, facilitate delivery of government services, encourage inter-island trade, enhance communication, promote understanding and peaceful coexistence between and among the inhabitants. The Philippines is a multitribal country, in need of a common denominator for peaceful coexistence. The

From the context of all the foregoing, while we are not looking for a Saint to vote into office, prudence and due diligence, dictates we should refrain from voting candidates engaged in vote buying either in cash, or by opening an ITM or bank savings account for a voter, or by any other dubious means and ways. Candidates engaged in vote buying and selling emasculate our free will, divest us of our individual sovereignty and freedom to vote according to our choice, without duress or outside influence. Furthermore, candidates who are buying votes in cash in hand paid, or by opening ITM or bank savings account for a voter, are encouraging fraud and promoting the culture of graft and corruption. Candidates engaged in buying votes will eventually engage in graft and corrupt practices and succumb stealing public funds in order to recover their election expenditures. Voters who sells their votes surrenders their individual autonomy. Feeling that they owe the vote-buyer a personal debt of grate tude for satisfying their momentary need develop a syndrome of delicadeza or hesitation. Thus, after the candidate have assumed office, they are restraining from exercising their citizen oversight powers to criticize. Candidates and Voters engage in this practice becomes a party to the commitment of fraud. They undermine our laws, makes a mockery of election, and the perpetuation of corrup- tion of our entire political system. Voters who sells their votes and enjoy momentary satisfaction and happiness, by feasting on the sumptuous meals, enjoying inebriety by imbibing drinks, while enjoying being thrilled by the entertainment provided “gratis et amore” by candidates, will later realize too late that the backlash is a lifetime of regrets and repentance. Petitioner and Thomas Richard Harting, a national of Germany, were Married on February 27, 1999 at San Isidro Labrador Parish Church, North Poblacion, Medina, Misamis Oriental, as evidenced by their Certificate of Marriage. A copy of the said Certificate of Marriage is attached herewith as Annex A. 5. The marriage, which was celebrated in the Republic of the Philippines is likewise valid under the laws of Germany. 6. At the time of marriage, Petitioner was and remains a Filipino citizen while Harting was and remains a national of Germany. 7. During the marriage of the parties, there have been irreconcilable differences between the parties and substantial reasons exist for not continuing the marriage and which make it appear that the marriage should be dissolved. As a matter of fact, subsequent to their marriage, petitioner and respondent Harting lived separately for at least three (3) years, and the latter is not willing to resume conjugal cohabitation. 8. Because of this, Harting filed for divorce against the petitioner in Germany. The petitioner did not comment on the petition. 9. Petitioner and respondent were then divorced on May 12, 2009 in accordance with the laws of Germany, specifically pursuant to Paragraps 1564 and 1565 Section 1 BGB (Burgerliches Gesetzbuch = German Civil Code) in conjunction with Paragraph 1566, Section 2. 10. The said Divorce Decree was issued by the Regional Trial Court/District Court Hann. Munden on June 18, 2009 through Tolle, the Judicial Main Secretary as Certification Registrar, Clerk of Court. A copy of the Divorce Decree (in German) is attached herewith as Annex B and a copy of the translated Divorce Decree is attached herewith

In the 70s during the height of the First Quarter Storm, we always heard the adage, “Let not a single drop of rain go out to the sea without serving the people.” There is also that cleansing and healing power of water. It has been said that sometimes the passions of the heart emit so much heat which only dies down through the cooling effect of the water we drink. From the lowly Earth grows the mighty tree and the beautiful flower. It may contain all that rot but even the wise, the powerful and the beautiful have to return to the earth as their final destiny. The message is resoundingly clear: man has to continuously move on to seek his destiny but only by being humble can he be exalted. Once he flaunts his arrogance in utter disregard of the book of nature, he dictates his own death sentence. He cannot continuously arrogate upon himself that false belief that he has been bestowed dominion over God’s creation.
