Hay una fuerte presión y legislación que apoya la producción de recubrimientos no destructivos para el medio ambiente. Los sistemas de recubrimientos anti-incrustantes dependen de biocidas para matar o disuadir a organismos de incrustarse en las embarcaciones. Mientras que los silicones son recubrimientos libres de biocidas, y sin daño para el medio ambiente el cual tiene la habilidad de “liberarse” de las incrustaciones de los cascos de las embarcaciones por su excepcional estructura siliconada lisa. SigmaGlide funciona bajo el principio de una baja energía superficial, creada por una superficie lisa y resbalosa sobre la cual los organismos incrustantes, animales o plantas tienen dificultad para adherirse. El sistema siliconado SigmaGlide se destaca de productos competitivos por su habilidad de proveer desprendimiento de incrustaciones a velocidades muy bajas, desde 5 nudos (barcazas y remolcadores), al igual que dando un excelente desempeño a velocidades altas de 42 nudos (ferris y transportadores de gas).
Este sistema siliconado puede ser también usado para controlar las incrustaciones en las hélices de embarcaciones ahorrando dinero generado por limpieza de las mismas. Además es el de más fácil uso en el mercado ya que cuenta con tiempos mínimos de repinte y tiempos de reflote de tan solo 8 horas, lo cual ahorra estadía en dique y paradas de operación de la embarcaciones. Cascos lisos se traduce en ahorro de combustible; a manera de ilustración una embarcación transportadora de Gas usa 50 toneladas de combustible al día a un costo de US$ 350 por tonelada. El costo de combustible por día es por lo tanto US$ 17.500. En promedio la embarcación estará activa por 270 días por año, lo cual significa una facturación anual de US$ 4.725.000! Utilizar silicones redunda en substanciales ahorros en el consumo de combustible del orden del 2 al 7 % y en su respectiva disminución en la emisión de CO2, lo cual contribuye a disminuir el calentamiento global. Es deber de todos poner en práctica medidas que conlleven a la protección de nuestro planeta apoyando el consumo de productos como los silicones que estén libres de biocidas y con bajos contenidos de VOC (Compuestos Orgánicos Volátiles). Este enfoque ambiental beneficioso al presupuesto de operación naval, es cada vez más popular entre armadores concientes de los beneficios que el uso de los sistemas siliconados le proporcionan al medio ambiente y su operación.

“ENVIRONMENT WITHOUT BIOCIDES BY SILICONES TECHNOLOGY COATING” There is mounting pressure and legislation, which supports the production of coatings products, which should not damage the environment. Anti-Fouling coating systems usually rely on biocides to kill or deter fouling organisms. Whereas silicones are biocides free, environmentally friendly coating which has the ability to “release” fouling settlement from hulls of ships because of its exceptionally smooth silicone based structure. SigmaGlide works by having a low surface energy, created by a slick, slippery surface to which fouling organisms, animal or plant have difficulty adhering. The system silicone SigmaGlide stands out from competitive products because of its ability to provide fouling release at very slow speeds, from 5 knots (barges and tugs), as well as working equally efficiently at high speeds at 42 knots (gas carriers and fast ferries traveling). SigmaGlide can also be used to control fouling on propellers, saving expenses of underwater cleaning or polishing of propellers. It is the most user-friendly system in the market, as it provides very short minimum over-coating times and also refloating times of only eight hours after application. That means less expense at dry-docking and operational stand by. Smooth hulls mean cost savings on fuel, as an illustration an average gas carrier uses 50 tons of fuel a day at a cost of US$ 350 a ton. The fuel cost per day is therefore US$ 17,500. On average the vessel will be active for 270 days a year, which means an annual fuel bill of US$ 4,725,000! Using silicones can make substantial reductions from 2 to 7% savings in fuel and the respective reductions in the emissions of CO2, which also contributes to reductions of the global warming. It is our duty to put in practice all measures for the protection of our planet supporting the use of biocide free products with low contents of VOC (Volatile, Organic Compound). This environmental approach benefits the naval operations budget, it is everyday being more recognized by ship owners, who are aware of the environmental benefits and economical savings that silicones systems offer.

YO DORMÍA Y SOÑABA QUE LA VIDA ERA ALEGRÍA. DESPERTÉ Y VI QUE LA VIDA ERA SERVICIO SERVÍ Y VI QUE EL SERVICIO ERA ALEGRÍA" (R. TAGORE) LA FRASE DE TAGORE QUE INTRODUCE ESTE MENSAJE NOS REFIERE EL GRADO DE RELACIÓN QUE HAY ENTRE SOÑAR Y DESPERTAR, SERVIR Y LA ALEGRÍA DEL SERVICIO.
El concepto de servicio es ahora en al ámbito gerencial, administrativo y productivo, uno de los postulados fundamentales de todo emprendimiento. Se dice tantas veces, por ejemplo, "somos una institución de servicio", y en el ambiente comercial hay una verdadera colección de slogans bonitos que hablan del servicio como una característica que define el perfil --la mística y el "ángel"-- de una persona, de una empresa, de una entidad autónoma y hasta de un País entero. Hoy quien no dice que sirve cuando vende, realmente no vende, sale del mercado. El punto de partida del servicio no es el propio bienestar ni la gratificación personal pues esto sería lo equivalente a "dormir y soñar"--con palabras de Tagore-- y, en términos crematísticos, no es la ventaja de una ganancia o el superávit final de una operación lo que se busca cuando se sirve, sino que esto apunta más bien a la respuesta concreta y específica que se da para satisfacer con realismo la necesidad , la demanda, la urgencia o la carencia de quien lo solicite. Cuando se realiza una acción en función de otra persona, cuando las cosas se le facilitan, cuando se brinda un apoyo, cuando se acompaña con soluciones eficientes a las personas y entidades con dificultades para allanarle el camino; cuando el apoyo brindado va más allá del propio tiempo, de la propia comodidad, y, más humano todavía, esto se hace pagando de persona, es entonces, sólo entonces, que hemos entendido la frase: " vi que la vida era servicio". Podemos establecer una relación directa y proporcional entre servir y ser feliz así como entre problema y solución. Es que si doy solución a un problema de los demás, el resolverlo comporta en sí tanto para el otro como para mi un grado de satisfacción que podemos definir como "alegría". Dejar de hacerlo me privará a mi de la alegría de haber servido. Cuántas cosas buenas podríamos lograr, y cuantos éxitos se podrían sumar, a nuestra página biográfica, si en vez de buscar nuestro comfort buscáramos el bien de los demás con una actitud sincera y continua de servicio... Quizá al final del día, el algo que realmente percibo que falta a mi felicidad se deba no a los múmeros de mis cuentas sino a no haber servido como debía hacerlo, con alegría. Cuando lo que se ha hecho por resolver, apoyar y solucionar a otro en su demanda se ha obtenido como fruto del servir, es entonces, sólo entonces, habremos experimentado lo que implica la frase: "serví y vi que el servicio era alegría". Quizá, también yo, al abrir los ojos del sueño placentero y hedonista de mi bienestar me de cuenta que el servir me hace feliz, empiece entonces a esmerarme con mayor empeño y generosidad a servir por encima de todo... ¡Seré inmensamente feliz!.

THE JOY OF SERVING I SLEPT AND DREAMT THAT LIFE WAS JOY. I AWOKE AND SAW THAT LIFE WAS SERVICE. I ACTED AND BEHOLD, SERVICE WAS JOY." (R. TAGORE) The phrase by Tagore which introduces this message relates to us the degree of the relationship between dreaming and waking up, serving and the joy of service. The concept of service has now become, within the managerial, administrative and production scopes, one of the basic and fundamental principles of any undertaking. It has been said so many times, for example, "we are an institution of service", and in the commercial arena there is a true collection of pretty slogans which speak of service like a defining characteristic of a profile - the mystic and the angel - of a person, a company, an autonomous entity and even a complete country. Today, if someone does not say that he serves when he sells, then he really does not sell; he is out of the market. The starting point of service is not one's own wellbeing nor personal gratification, because this would be the equivalent to "sleeping and dreaming" - to use Tagore's own words - and, in terms which relate to a political economy, it is not the benefit of profit, or the final surplus of an operation which should be sought when one serves, but instead points us towards a concrete and specific response which is given to realistically satisfy a need, a demand, an urgency, or a deficiency of whomever requests it. When an action is performed for the sake of another person, when things are made easier for this person, when support is provided, when it is accompanied by efficient solutions for the people and entities that are facing difficulties finding the way, when the help provided goes beyond one's own time or one's own comfort, and, even more humane, when this is paid in person, it is only then, that we have understood the phrase "I acted and behold, service was joy". We can establish a direct and proportional relationship between serving and being happy, in the same way that we can between problem and solution. And, it is because if I give solution to someone else's problem, then solving it brings out in both, the other person and me, a degree of satisfaction which we can define as "joy". Not doing it would deprive me from the joy of having served. How many good things could we achieve, and how many more successes could we add to our own biography if, instead of looking for our own comfort, we would seek out what is best for others with a sincere and persistent attitude of service.... Perhaps at the end of the day, that something which I perceive is missing in my happiness is not due to the numbers in my accounts, but to having not served as I should have: with joy. When something has been done to resolve, support and help in response to another's appeal, and it has been obtained as fruit of service, it is then and only then, that we will have experimented what is meant by the phrase: "I acted and behold, service was joy." Perhaps then I too, as I open my eyes from a pleasant dream, and hedonistic of my own wellbeing, will realize that service makes me happy, and start to work harder and with great perseverance and generosity in order to serve above everything else... I will be extremely happy! 9

Como producto de la fusión de Air Orient, Compagnie Générale Aéropostale, Société Générale de Transport Aérien (SGTA, la primera línea francesa, fundada en 1919 como Lignes Aériennes Farman), Air Union y CIDNA (Compagnie Internationale de Navigation) nace Air France en 1933. Años más tarde (1948) se crea la Compagnie Nationale Air France en un acto parlamentario quedándose el gobierno con el 70% de la nueva compañía. Todavía a mediados de 2002 poseía un 54% de la aerolínea. Posteriormente participó en la fundación de la SITA (Société Internationale de Télécommunications Aéronautiques). Durante los primeros trece años de actividad se implementó una política de modernización basada en aviones jet, más concretamente el Sud Aviation Caravelle y el Boeing 707. Y para 1976, estrenó la utilización de la única nave supersónica con el Concorde SST en un trayecto desde el Aeropuerto Charles de Gaulle en París hasta Nueva Cork, y otras rutas que fueron abandonadas posteriormente. El Concorde fue uno de los dos únicos aviones supersónicos de pasajeros comerciales. Recorría la distancia entre París y Nueva York en tan solo tres horas y 20 minutos (aproximadamente al doble de la velocidad del sonido) Lamentablemente, para mediados de 2003, todos los Concorde fueron retirados de la circulación simultáneamente por Air France y British Airways debido a la escasa demanda resultado del desastre del año 2000. La mayoría de estos aviones fueron trasladados a museos En la búsqueda de nuevas y sólidas alianzas, Air France y la compañía holandesa KLM Royal Dutch Airlines, anunciaron la fusión de ambas aerolíneas en septiembre del 2003, formando una nueva compañía llamada Air France-KLM. Los dueños de Air France pasaron a tener el 81% de la nueva compañía, dejando el 19% restante a los dueños de KLM. La participación del gobierno francés en la nueva compañía se redujo de un 54.4% a un 44%. Esta estratégica alianza posicionó a AIR FRANCE - KLM como el primer grupo mundial de transporte aéreo cuyo capital está compuesto por 269.383.518 acciones de un valor nominal de 8,50 euros, repartidos de la siguiente forma: Capital flotante: 65,8 % - Estado: 18,6 % - Empleados: 14,1 % - Autocartera: 1,5 %. Su principal base de operación es el Aeropuerto de París Charles de Gaulle. Es un aeropuerto de conexión rápida que permite drenar los vuelos de conexión de medio y largo alcance, ya que los vuelos de llegada y salida están organizados en 6 secuencias horarias. Con más de 21.000 oportunidades de conexiones semanales en menos de dos horas, en los dos sentidos, este aeropuerto es catalogado como el más eficiente de Europa situándolo como el primer hub europeo (para el verano de 2006 presentaron 860 vuelos diarios, cerca de 21.000 posibilidades de conexiones semanales, unos 76.300 pasajeros al día por término medio (llegadas y salidas), 23.900 pasajeros en tránsito, que corresponden al 53% del total y unos 8.000 colaboradores ejercen actividades compleun acuerdo entre AIR FRANCE y la red nacional de ferrocarriles franceses, SNCF, se ofrecen mentarias). Además, gracias a conexiones directas con las ciudades de Angers, Le Mans, Lille Europe, Lyon-Part-Dieu, Nantes, Poitiers, Tours-Saint-Pierre-des Corps. Adicionalmente, se procede a coordinar el hubway Paris-CDG / Ámsterdam-Schiphol. La estrategia reposa sobre el fuerte potencial de desarrollo de los dos "hubs" que contrasta con los aeropuertos concurrentes casi saturados. En el verano 2006, el Hubway que enlaza 15 veces al día París a Ámsterdam, permitió el acceso a los 225 destinos de AIR FRANCE KLM. En aras de continuar con una estrategia de crecimiento rentable, el grupo Air France -KLM ha capitalizado sus activos fundamentales: la ampliación de su moderna flota (383 aviones a marzo del 2007) los cuales economizan los costos de mantenimiento y combustible, optimizando la protección del medio ambiente; una fuerte relación con su clientela; una política de estricto control de gastos; el hub de París-Charles de Gaulle y de Ámsterdam-Schiphol, y una red de servicios potente y equilibrada con un aumento en la oferta de las rutas hacia Africa, Asia, el Caribe/Océano Indico, y especialmente Latinoamérica. Estas estrategias de mercado han permitido colocar al grupo en el primer puesto europeo de transporte aéreo por el número de pasajeros por kilómetro transportados.

Air France was born in 1933, as the result of the merger of Air Orient, Air Orient, Compagnie Générale Aéropostale, Société Générale de Transport Aérien (SGTA, the first French airline, founded in 1919 as Lignes Aériennes Farman), Air Union and CIDNA (Compagnie Internationale de Navigation). Several years later, in 1948, Compagnie Nationale Air France was created during a Parliamentary ceremony, the French government owning 70% of the new airline. Until recently, in mid-2002, it still owned 54% of the company. Later, it took part in the foundation of SITA (Société Internationale de Télécommunications Aéronautiques). During its first thirteen years, the airline continued a modernizing trend through policies based on the use of jet-planes like the Sud Aviation Caravelle and the Boeing 707. By 1976, innovation was the key, becoming the first to use the only supersonic jet known: the Concorde SST, in an inauguration flight from Charles de Gaulle Airport in Paris to New York. Other destinations, now unavailable, were inaugurated as well. The Concorde was one of the only two supersonic jets used for commercial flights. It made the trip from Paris to New York in merely three and a half hours (twice the speed of sound). Sadly though, by mid-2003 all Concordes were simultaneously recalled by Air France and British Airways due to scarce demand following the 2000 disaster. Many of the planes are now displayed in museums. Seeking new and solid alliances, Air France and KLM Royal Dutch Airlines announced a merger on September 2003, creating a new company named Air France-KLM. Owners of Air France now held 81% of the company, leaving the remaining 19% to KLM's. French government control was reduced from 54.4% to 44%. This strategic alliance positioned AIR FRANCE-KLM as the first international transport group with over 269,383,518 stocks, valued at €8,50 of which 65,8% is available capital, 18.6% State's, 14.1% Employee's, and 1.5% is privately held. The company's headquarters are located at Paris' International Airport, Charles de Gaulles. A quick connecting airport, it allows quick transit of medium to long range connections, as incoming and departure flights are organized in six time sequences. With over 21,000 weekly connection options, all less than two hours apart in both ways, this airport is considered Europe's most efficient, quickly becoming the first European hub. In the summer of 2006, 860 daily flights were available, 76,300 passengers used it daily - arrivals and departures - 23,900 passengers transited - 53% of the all transiting passengers -, and 8,000 associates were employed in related services. Thanks to an Agreement between Air France and the local French railroads, SNCF, direct connections between the cities of Angers, Le Mans, Lille Europe, Lyon-Part-Dieu, Nantes, Poitiers, Tours-Saint-Pierre-des Corps are now offered. Currently, the airline is in the process of implementing the Paris-CDG / Ámsterdam-Schiphol hub-way. The strategy lays in developing the increased potential of these two hubs, in evident contrast with nearly saturated concurrent airports. In the summer of 2006 the Hub-way, linking fifteen daily Paris-Amsterdam connections, allowed access to all 225 Air France-KLM destinations. To continue its profitable growth strategy, Air France-KLM Group has capitalized its fundamental assets: increasing their modern, fuel and maintenance efficient fleet (383 planes by March 2007), thus optimizing environmental protection. Other assets include strong customer relationships, strict expense control policies, the Paris- Charles de Gaulle and Ámsterdam-Schiphol hub, and a strong, balanced net of services to increase destinations to Africa, Asia, the Caribbean/ Indic Ocean, and Latin America. These market strategies have made it possible for Air France-KLM Group to become, in terms of number of passengers /km, Europe's' number one airline.

RESOLVIENDO UN ROMPECABEZA
LOGISTICO ¿Sabía usted, cómo resolvió Hong Kong el problema de tener un aeropuerto con una capacidad deficiente para manejar la demanda de pasajeros y de carga, sin contar con tierras para poder expandirlo? Obviamente, la respuesta era, construir uno nuevo. Pero en qué lugar? El Aeropuerto Chek Lap Kok es el aeropuerto internacional más importante de Hong Kong. Fue construido 25 kms mar adentro, sobre una isla artificial construida con los terrenos de las islas Chek Lap Kok (302 hectáreas) y Lam Chau (8 hectáreas). Los ingenieros tuvieron que construir no sólo el Terminal de pasajeros más largo de la tierra, sino una isla completa que contuviera el aeropuerto. Las dos islas originales que fueron niveladas a 6 metros sobre el nivel del mar para crear tierra para el nuevo aeropuerto, cubren alrededor del 25% de los 12.48 km2 de la plataforma del aeropuerto (sólo las pistas miden 6 kilómetros de largo por 4 kilómetros de ancho). Esta nueva porción de tierra añadió alrededor de un 1% al área de la superficie total de Hong Kong. Luego de 6 años de construcción y a un costo de 20 billones de dólares, abrió su operación comercial en 1998. Este proyecto ha sido el más costoso, en su categoría, de acuerdo a los Records Mundiales Guinness e incluyó además la construcción de kilómetros de túneles, puentes, nuevas vías y trenes para conectarlo con el continente. Es considerado un “hub regional” importante para el tránsito de carga, pasajeros y destinos en China, el este y sureste de Asia. El aeropuerto opera las 24 horas del día y es capaz de manejar 45 millones de pasajeros y 3 millones de toneladas de carga por año. En términos de tráfico internacional, es el tercer aeropuerto más ocupado en cuanto a tráfico de pasajeros y el más utilizado para el movimiento de la carga desde su inicio de operación en 1998. Mantiene 85 aerolíneas internacionales que proveen alrededor de 760 horarios de pasajeros y todos los vuelos de carga diarios entre Hong Kong y cerca de 150 destinos en el mundo. Cerca de tres a cinco meses después de su apertura, sufrió varios problemas severos mecánicos, técnicos y de organización, que estuvieron a punto de colapsar al aeropuerto. Por algún tiempo el gobierno re-abrió la Terminal de Carga del antiguo aeropuerto de Kai Tak para manejar el tráfico debido a la crisis en la nueva Terminal de Carga. Afortunadamente, las cosas empezaron a organizarse más eficientemente y después de 6 meses el aeropuerto inició su operación de manera normal. Brillante idea!!

PUZZLE
Did you know the way Hong Kong solved the problem of having an airport with an insufficient capacity to handle cargo and passengers demands without having the choice of extra land to expand it? The obvious solution was to build a new airport. But where could it be done? Chek Lap Kok Airport is now the principal international airport in Hong Kong. The airport was built 25 miles out at sea, on a largely artificial island reclaimed from Chek Lap Kok (302 hectares) and Lam Chau (8 hectares). Engineers had to build not only the largest passenger terminal on earth, but a whole new island to hold the airport. The two former islands that were leveled to 6 meters above sea level in order to create a land for the new airport, comprise about 25% of the surface area of the airport's 12.48 km_ platform (the planes platform measures 6 km2 long by 4 km2 width). Land reclamation for the airport added nearly 1% to the entirety of Hong Kong's surface area. After six years of construction, it opened for commercial operations in 1998, and it took US 20 billion to build. The project is the most expensive airport project, according to Guinness World Records and it included construction of miles of tunnels, bridges, new roadways and railroads to connect it to the mainland. It is an important regional trans-shipment centre, passenger hub and gateway for destinations in China, East Asia and Southeast Asia. The airport operates around-the-clock and is capable of handling 45 million passengers and three million tones of cargo a year. In terms of international traffic, the airport is the third busiest for passenger traffic and the busiest for cargo since its operation in 1998. There are 85 international airlines providing about 760 scheduled passenger and all-cargo flights each day between Hong Kong and some 150 destinations worldwide. For three to five months after its opening, it suffered various severe organizational, mechanical, and technical problems that almost crippled the airport. At one time, the government reopened the cargo terminal at former Kai Tak Airport to handle freight traffic due to a breakdown at the new cargo terminal. Luckily, things started to settle down after six months and the airport started to operate normally. What a clever idea!!

Opinión Desarrollo Marítimo Sostenible El fenómeno de la Globalización se ha desarrollado como uno de los eventos de mayor influencia de los últimos años. La eliminación de las barreras al comercio, los avances tecnológicos, la libre movilización del capital, los acuerdos de integración regionales y la internacionalización de la producción han traído como consecuencia un Comercio Internacional más fluido, consecuentemente creciente y competitivo que conlleva a los diversos actores a optimizar sus operaciones. Es precisamente, el Transporte Marítimo el principal impulsor de este proceso evolutivo el cual no ha escapado también a una transformación promovida por el desarrollo del contenedor, el crecimiento en el trasbordo, los cambios dramáticos en la Logística y la cadena de suministros, la participación privada, la apertura a la libre competencia y la reducción en los costos de transporte. Una de las principales tendencias en la industria portuaria lo constituye el desarrollo de zonas o áreas destinadas a la logística tales como zonas libres de comercio o zonas logísticas internacionales de manera que puedan acomodar actividades de este tipo con valor agregado que atraigan empresas internacionales. En la actualidad las estrategias de distribución de los productos hacia el mercado final deben estar ligadas a la producción, el comercio y el transporte las cuales no pueden considerarse en forma separada ya que una producción altamente eficiente no garantiza niveles de competitividad en los mercados si no se cuenta simultáneamente con un transporte también eficiente y competitivo. La competitividad en los procesos productivos, en el transporte y en la transferencia de las mercancías es un requisito para mejorar nuestras condiciones de participación en los mercados internacionales. Para producir estos efectos en Panamá, la política gubernamental se fundamenta como promotora y facilitadora entre el sector privado y las oportunidades de desarrollo del sector marítimo con énfasis en la conservación del medio ambiente y garantizando la sostenibilidad de los recursos.

Para nuestro país el tema de un desarrollo sostenible integrado con el medio ambiente representa una tema sensible dado que el transito interoceánico es una actividad altamente riesgosa al medio ambiente por los distintos tipos de carga que por ella transitan. Para lograr un desarrollo sostenible en este sector las institucionesrelacionadasalsectormarítimogarantizan la utilización de los estándares internacionales sobre protección del medio ambiente, de los estudios de impacto ambiental y de la prevención de la contaminación en el sector marítimo dentro de los negocios existentes y desarrollos futuros. Los lineamientos específicos para atender estos temas, están debidamente señalados en la Estrategia Marítima Nacional en la que se establece actualizar e implementar las distintas jurisdicciones con impacto en el ámbito marítimo ambiental. Las competencias están debidamente delimitadas en la Autoridad Nacional del Ambiente, la Autoridad Marítima de Panamá y la Autoridad de los Recursos Acuáticos de Panamá. Es importante destacar que en la ejecución del desarrollo de las políticas marítimas se adoptan los diversos acuerdos sobre la Aplicación de las Disposiciones de la Convención de las Naciones Unidas sobre el Derecho del Mar de 1982 relativas a la Conservación y Ordenación de las poblaciones de peces trans-zonales y las poblaciones de peces altamente migratorias, sobre la enumeración de las embarcaciones pesqueras y el acuerdo para embarcaciones de pesca en alta mar. Se garantiza y coordina la delimitación de las competencias de las instituciones oficiales y privadas vinculadas para promover el desarrollo y conservación del medio ambiente con la implementación y ejecución de planes de contingencia frente a posibles daños ecológicos, sobre todo en las áreas de mayor congestión de tráfico y ecológicamente sensibles del país, a la vez que instituye un marco regulatorio reglamentario para la administración de los recursos marinos y costeros, con un enfoque eco-sistémico y precautorio que mantenga como objetivo de ordenación la sostenibilidad de las especies marinas. La actual administración de la Autoridad Marítima de Panamá está tomando las acciones pertinentes para la prevención de accidentes que pongan en riesgo los mares y costas de nuestro país y evitar daños ambientales que perjudiquen la estructura económica de nuestra nación.
Sustainable Maritime Development The trend in globalization for the past few years has developed into an event of great influence. The abolition of trade barriers, plus the technological advancements, as well as the free mobility of capital, and the agreements of regional and international integration of production, in consequence, has brought about a more fluent International Trade which likewise, is emergent and competitive as may be, requiring the optimization of operations on behalf of the various actors involved. It is precisely, the Maritime Transportation, the major impeller of such evolutive process that has not been able to escape undergoing changes, set forth by the development of the container, the surge in transshipment, the astonishing transformation in logistics, not to mention the supply chain, as well as the private participation, the liberalization of free trade, and the reduction in transportation costs. A major developing tendency within the Port industry, is that conformed by developing zones or areas specially destined as platforms for free trade or international logistics. Zones such, that enables to sustain activities with added value, in order to attract foreign investment. Nowadays, strategies in product distribution toward end markets must go hand in hand with production, trade and transportation, fatal if considered in an isolated manner, for it is proper to stress that a highly efficient production does not necessarily guarantee competitivity within the markets, if unable to count upon an equally efficient and competitive vessel transportation node. Competitivity, amid the productive processes, the transportation, as well as the transfer of merchandise, is a pivotal requirement for us to improve our participation within the international markets.
The guidelines required to tackle these issues are duly contained within the National Maritime Strategy, in which established has been, to update and implement the different jurisdictions on marine environment impact. The entities have been adequately delimited by the National Environment Authority, the Panama Maritime Authority, and the Aquatic Resource Authority of Panama. It is important to point out that for the implementation of the development of maritime policies, the Agreements of the United Nations, such as the one pertinent to the Law of the Sea of 1982, the one on Conservation and Arrangement of the Straddling Fish Stocks & Highly Migratory Fish Stocks, the one dealing with the enumeration of the fishing fleet, as well as the one on ocean going fishing vessels, have therefore been incorporated. Also, delimitation of competence in official and private institutions, linked to promote development and conservation of the environment, is hence guaranteed and coordinated. Besides, Contingency Plans have been implemented, to be used upon any possible ecological hazard in the country’s areas of high traffic congestion, and of great ecological vulnerability. Likewise, it establishes a mandatory regulative framework for the adequate management of the marine and coastal resources, which bears a precautionary focus over the marine ecological system. The Panama Maritime Authority is presently undertaking the necessary steps to avoid accidents from happening, since such pose an extremely high risk on coasts & oceans of the country in striving to avoid at any coast, environmental hazards that ruin the economical structure of our nation.
In bringing about such effects, the government’s policy is to act as promoter and facilitator of the private sector, as well as before development opportunities for the sector, emphatically stressing preservation of the environment, along with guaranteeing the sustainability of resources. Furthermore, in order to achieve the aforementioned sustainable development within the sector, institutions related to the maritime realm are to abide by all international standards, consistent with the protection of the environment, with impact studies, as well as with contamination prevention of the marine environment, which are tagged to existent companies and future developments.

Estadísticas El registro de naves de Panamá está en aumento Para algunos países, administrar un sistema de registro de naves representa una oportunidad de recibir ingresos en sus economías, sin embargo, esta actividad conlleva, además, la responsabilidad de hacer cumplir de manera efectiva las normas y regulaciones marítimas nacionales e internacionales en las operaciones navieras de los buques que llevan su bandera. Panamá, atendiendo las directrices emanadas por la Organización Marítima Internacional, ha realizado esfuerzos concretos como Bandera de Excelencia para alcanzar que su marina mercante cumpla las más estrictas medidas que garanticen la seguridad sobre los buques, la carga, la tripulación y los pasajeros, así como la prevención y el control de la contaminación del mar, en virtud de los tratados, convenios e instrumentos internacionales, ratificados por Panamá vinculados a actividades en el sector marítimo. Nuestro país ha administrado el Registro de Naves desde 1925 y durante los últimos 10 años ha mantenido el primer lugar en abanderamientos. Para julio del 2006, la marina mercante panameña mantenía registrada más de 154.9 millones de toneladas brutas, superando por más del doble a su más cercano competidor. (figura 1). La participación panameña en el mercado representa aproximadamente el 21% del tonelaje mundial (figura 2)

Comparando el desempeño de Panamá con otros registros abiertos, nuestro pabellón durante los últimos cinco años ha mantenido un crecimiento constante, demostrando los niveles de competitividad y las ventajas que ofrece nuestro registro a la marina mercante internacional. (Fig. 3) Mientras algunos registros no han experimentado aumento o el mismo ha sido irregular; Panamá ha mantenido una tasa promedio anual de incremento de alrededor del 2.8% del 2001 al 2005.

Desde su creación en 1998, la Autoridad Marítima de Panamá ha contribuido al desarrollo y crecimiento de la marina mercante, al realizar actividades destinadas a la promoción del registro de naves y ejecución de acciones encaminadas a proyectar una buena reputación del mismo. Las cifras de los años 2005 y 2006 son un reflejo de este nuevo impulso que la Administración de la AMP le está inyectando a su registro de naves (Fig. 5). Adicionalmente, la

Statistics Panama Ship Registry is increasing For some countries managing a ship registry system represents an opportunity to receive income for their economies; however, this activity entails as well the responsibility of effectively enforcing national and international maritime rules and regulations in the shipping operations of the ships carrying their flag. Panama, in compliance with the guidelines stemming from the International Maritime Organization, has made specific efforts as a Flag of Excellence so that its merchant marine complies with the most strict measures to guarantee the safety of the ships, cargo, crew and passengers, as well as to prevent and control the pollution of the sea, by virtue of international treaties, agreements and documents ratified by Panama and related to the activities in the maritime sector. Our country has managed the Ships Registry since 1925 and during the last 10 years it has maintained the first place in registries. Up to July 2006, the Panamanian merchant marine had registered more than 154.9 million of gross tonnage, surpassing in more than double its closest competitor (Fig. 1). Panamanian participation in the market represents approximately 21% of the world’s tonnage (Fig. 2). The Panamanian registry is used by national and international shipping companies, mainly due to lower taxes and competitive registry costs. In addition, it also offers a series of incentives to ship owners registering more than one boat and to owners of large fleets. It should be pointed out that a fundamental factor enabling the leadership of the national registry is the experience and professionalism offered by the different law firms of the country. By comparing Panama’s performance with other open registries during the last five years, our flag has maintained a constant growth, thus showing the level of competitiveness and the advantages offered by our registry to the international merchant marine (Fig. 3). While some registries have not experienced an increase or have been irregular, Panama has maintained an average annual increase rate of around 2.8% from the year 2001 to 2005. By January 2005, this leadership is reflected on the segments of ships offering different maritime services such as tankers, grain, containers and general cargo ships. We note as the major element that participation of Panama in the dry grain ships represented 52.9% of the ships registered in open registries (Fig. 4). Container ships, which during the last years have experienced

an upturn in the international maritime trade, represent around 43.2% of this total and a participation of 32.7% of the tankers is maintained. For the rest of the ships, Panama maintains 42% of the ships registered in open registries. Since its creation in 1998, the Panama Maritime Authority has contributed to the development and growth of its merchant marine by carrying out activities seeking to promote the ships registry and to implement actions aimed at projecting a good reputation of this authority. The figures of the years 2005 and 2006 reflect this new force being injected by the Administration of the AMP into its ship registry (Fig. 5). In addition, the institution has started a project to modernize its registry so that the registration process is more efficient. For this reason, the growth rate is expected to continue increasing in the next years. By comparing the ten (10) main registries of the world during the last 8 years, Panama is the country which has experienced the largest growth rate surpassing the Bahamas, Hong Kong and Marshall Islands (Fig. 6). To summarize, the performance of the Panamanian ship registry shows that it is in its full growth. To keep this constant pattern, the AMP is aware of the importance that human resources and an appropriate infrastructure have in the fast and efficient performance of its registry. To cater to the needs of its clients, the AMP will keep on offering its services in a favorable fiscal and high technology environment together with competitive rates, and will continue complying with the international maritime rules.

Moreover, payment in the amount of 2 million dollars has been rendered before the IMO, as Panama’s contribution for being a member state of the cited organization, in effect since last February. Panamá formalizó su solicitud a la Organización Marítima Internacional (OMI), para someterse al audito voluntario de los Estados Miembros de este organismo, a partir del mes de agosto del 2008, mediante una nota que lleva la firma del Segundo Vicepresidente de la República y Administrador de la AMP, Rubén Arosemena Valdés. Igualmente se comunicó a la OMI el pago de la suma de 2 millones de balboas, como parte de la contribución de Panamá como miembro de la OMI. Las notas fueron entregadas por el Ex-presidente de la Junta Directiva de la AMP, Ricaurte Vásquez; y el SubAdministrador, Carlos Raúl Moreno, al Secretario General de la OMI, Efthimios Mitropoulos, quien visitó nuestro país para participar en la Conferencia y Exhibición Panama Maritime VIII. De acuerdo con la misiva, la AMP ha planificado y está desarrollando un plan de trabajo integral con miras al referido Audito Voluntario, tomando en cuenta el Código de Cumplimiento de los Instrumentos Mandatarios por parte de los Estados Miembros de la OMI y las directrices establecidas en la Resolución A.946 (23) de noviembre de 2003 de la Asamblea. La ejecución de este plan debe concluir en los primeros seis meses del año 2008. Al respecto, el Secretario General de la OMI, Efthimios Mitropoulos expresó su satisfacción por la iniciativa de Panamá de solicitar el audito voluntario, lo que considera un paso importante en el camino al cumplimiento de los estándares internacionales y que corresponderá a la OMI, determinar la fecha de la auditoría y nombrar un equipo de expertos para que realicen la misma en conjunto con el equipo de Panamá.
The announcement was rendered by the former President of Panama Maritime Authority’s Board of Directors, Ricaurte Vasquez, in company of the Deputy Administrator of the Panama Maritime Authority, Carlos Raul Moreno, to the Secretary General of the IMO, Efthimios Mitropoulos, who visited our country to participate before the VIIIth Panama Maritime Conference & Exhibition. As per such note, the Panama Maritime Authority has planned, and is developing, an integral Work Plan in view of the cited Voluntary Audit, taking into account the Fulfillment Code of the Mandatory Instruments on behalf of Member States to the IMO, as well as the guidelines established through Resolution A.946 (23) of November 2003, of the Assembly. The achievement of this plan is to conclude upon the first six months of the year 2008. In regards to such, the Secretary General of the IMO, Efthimios Mitropoulos, expressed his satisfaction of Panama’s initiative in petitioning for a Voluntary Audit, which he considers an important step in the way to fulfillment of international standards. In this sense, the IMO bears the responsibility to set the date for such audit, and likewise responsible in the designation of an expertise group to undertake such appraisal, conjunctively with the group conformed by Panama. Among the preparations being held by the Panama Maritime Authority for this Voluntary Audit, we have the modernization and automation process of the services rendered by Panama merchant marine, the fulfillment of international agreements, and the progress in the construction of the new Headquarters of the PMA, to mention a few.

Qué es un seguro de transporte marítimo?
El seguro de transporte consiste en que el asegurador se compromete a indemnizar al asegurado las pérdidas económicas que éste sufra en caso de ocurrir accidentes en el transcurso del transporte del objeto asegurado, esto contra el pago de una remuneración que es la prima. El seguro de transporte cubre todo tipo de mercancía, teniendo antes el conocimiento de lo que se está transportando. Es importante que el dueño de la carga suministre información, como: clase y cantidad de mercancía; el valor de ésta y el monto a asegurar; el tipo de embalaje; cuántas unidades son; peso de cada bulto; inicio del transporte, rutas y terminación del trayecto y medios de transportes utilizados. Para una mejor información al momento de asegurar, se debe tomar en cuenta el costo de la mercancía, el flete y del 10% al 20% más, para otros gastos. Los términos bajo los cuales se pagan los fletes son los llamados INCOTERMS, muy conocidos en el ámbito de transporte. También, es importante el papel de la carta de crédito en el seguro de transporte, ya que a través de este documento los dueños de las mercancías pueden financiarlas con el banco. Los documentos, tales como: conocimiento de embarque, factura comercial, factura consular, certificado de origen, lista de embarque, certificados de pesos, son datos y documentos importantes para tramitar una carta de crédito. La mercancía puede ser transportada por vía marítima, vía aérea, vía terrestre o paquete postal. Las coberturas bajo las cuales las mercancías se pueden asegurar, pueden ser de bodega a bodega (la más usual), de bodega a puerto y/o aeropuerto, riesgo de carretera más robo por forzamiento y asalto (éste último es limitado). Al asegurar la carga se puede evitar que, al momento que le ocurra un siniestro, se pierda la mercancía; y en caso de una pérdida, se pueda recuperar un porcentaje de ésta.

What is Marine Transportation Insurance?
Transportation insurance consists of having an underwriter agreeing to compensate an insured person or company for any economic loss that may be suffered in case of an accident which occurs during the transportation of the ensured object, in turn for the payment of remuneration called the insurance premium. Transportation insurance covers all types of merchandise, (as long as there is) having the knowledge beforehand of what is being transported. It is important that the owner of the cargo submits information such as: type and quantities of the goods, their worth and the amount to be insured, the type of packaging, how many units there are, the weight of each unit, where transportation should begin, the route to be taken and where the stretch traveled ends, as well as means of transportation to be used. So as to be better informed at the time of insuring, one must take into account the cost of the merchandise, the cost of freight and an additional 10%-20% more for other expenses. The terms under which freight is paid are called INCOTERMS, which are well known in the transportation industry. The role the letter of credit plays on the insurance is also very important, since it is through this document that the owners of the goods are able to finance them with the bank. The documents, such as: bill of lading, commercial invoice, consular invoice, certificate of origin, packing list, weight certifications, are all important and required documents to issue a letter of credit. The merchandise may be shipped by sea, by air, by land or through a postal package. The terms and conditions under which the merchandise can be covered are warehouse to warehouse (the most common), warehouse to port and/or airport, inland insurance in the event of robbery and assault (this last one is limited). When the cargo is insured you can avoid that, in case of casualty, the merchandise will not be lost, and in the case that it is lost, you can recover a percentage of it.

LA ORGANIZACIÓN MARÍTIMA INTERNACIONAL
La Organización Marítima Internacional es un organismo especializado de las Naciones Unidas, cuya misión es la de elaborar medidas relativas a la seguridad marítima. En una Conferencia Marítima de las Naciones Unidas realizada en Ginebra, fue establecida la OMI, en Marzo de 1948, estableciéndose como objetivos: Deparar un sistema de cooperación entre los Gobiernos en la esfera de la reglamentación y de las prácticas gubernamentales relativas a cuestiones técnicas de toda índole concernientes a la navegación comercial internacional; alentar y facilitar la adopción general de normas tan elevadas como resulte factible en cuestiones relacionadas con la seguridad marítima, la eficiencia de la navegación y la prevención y contención de la contaminación del mar ocasionada por los buques. Una de las tareas más importantes de la OMI fue desarrollar normas internacionales comunes que pudieran reemplazar a la multiplicidad de legislaciones nacionales que existían anteriormente. En la actualidad la OMI ha impulsado la adopción de más de 40 Convenios y Protocolos, siendo estos instrumentos jurídicos vinculantes y una vez puestos en vigor, sus prescripciones han de ser aplicadas por todos los Estados que los han suscrito. La OMI es el único organismo especializado de las Naciones Unidas con sede en el Reino Unido. Actualmente está integrada por 166 Estados Miembros y dos Miembros Asociados. El órgano rector de la OMI es la Asamblea, que se reúne una vez cada dos años. Entre los periodos de sesiones de la Asamblea, el Consejo, integrado por 40 Gobiernos Miembros elegidos por la Asamblea, ejerce las funciones de órgano rector. La Dirección de la Secretaría de la OMI está a cargo del Secretario General, nombrado por el Consejo con la aprobación de la Asamblea. La Secretaría cuenta con un cuerpo de aproximadamente 300 funcionarios internacionales. En 1954, cuatro años antes de la fundación de la OMI, se adoptó un Convenio Internacional sobre "prevención de la contaminación de las aguas del mar por hidrocarburos". La Organización asumió desde el comienzo de sus trabajos, en enero de 1959, la responsabilidad de administrar y promover dicho Convenio. La OMI organizó la primera Conferencia en 1960, dedicándola a la seguridad marítima, en la cual se adoptó un nuevo Convenio Internacional para la Seguridad de la Vida Humana en el Mar (SOLAS). En 1973, se adoptó el primer convenio exhaustivo para combatir la contaminación concertado hasta la fecha: el Convenio Internacional para Prevenir la Contaminación por los Buques (MARPOL), aquella ocasionada por hidrocarburos, así como la originada por productos químicos y otras sustancias perjudiciales, las basuras y las aguas sucias. En otro sentido, es importante destacar que en 1977, la OMI llegó a ser el primer organismo de las Naciones Unidas en institucionalizar un Comité de Cooperación Técnica, dirigida a la ayuda de los Estados, muchos de ellos, países en desarrollo, a ratificar los convenios de la Organización y a alcanzar los niveles normativos establecidos. Como parte de este programa, la OMI contrata a cierto número de consultores que prestan asesoramiento a los Gobiernos y cada año interviene, como organizadora o participante, en numerosos seminarios, cursos y otras actividades para asistir en la implantación de las medidas de la Organización. La OMI considera que desde su creación, como organismo internacional especializado en asuntos marítimos, ha llegado a ser la organización más efectiva y dinámica del sistema de las Naciones Unidas. Esto gracias al apoyo entregado por los Estados Miembros que la componen, lo que ha hecho posible avanzar notablemente en el logro de los objetivos que ella persigue, lo que se traduce en una "navegación segura en mares más limpios".

THE INTERNATIONAL MARITIME ORGANIZATION
The International Maritime Organization (IMO) is a specialized organism of the United Nations, whose primary mission is to elaborate maritime security measures. The IMO was established during the United States Maritime Conference, held in Geneva, in March 1948, setting the following objectives: Establish a cooperative system between Governments, within rulings and governmental practices related to all technical issues concerning international commercial navigation; to encourage and facilitate general implementation of norms within the highest possible standard in issues concerning maritime security, navigational efficiency, and prevention / contingency of sea contamination resulting from transiting ships. One of the IMO's most important duties is to develop common international norms to replace many existing national legislations. Currently, IMO promotes the implementation of over forty Agreements and Protocols, the later becoming true linking judicial tools that, once in effect, should be observed by all subscribing States. IMO is the United Nation's only specialized organism, headquartered in the United Kingdom. It is currently integrated by 166 Members (States) and two Associate Members. IMO is ruled by an Assembly that meets biannually. In between Assembly sessions, the Council, integrated by forty Government Members chosen by the Assembly, serves as the ruling figure. A General Secretary, in charge of IMO's Secretarial Direction, is appointed by the Council, with the Assembly's approval. The Secretariat has approximately 300 international representatives. In 1954, four years before IMO, an International Agreement related to "prevention of hydrocarbon contamination of waters" was adopted. The Organization assumed full responsibility, since January 1959, for managing and promoting this Agreement. IMO held its first Conference in 1960, designating Maritime Security as the agenda's main topic, resulting in the International Agreement for Human Security at Sea (SOLAS). In 1973 it created the most comprehensive anti-pollution Agreement to this date: the International Agreement for Ship Produced Contamination (MARPOL), referring to hydrocarbon pollution caused by chemical products and other contaminants, waste and waste waters. It is also important to note that, in 1977, IMO became the first United Nation's organism to institutionalize a Technical Cooperation Committee, designed to assist countries, many of them under-developed, to ratify the Organization's Agreements and help them achieve normal levels of compliance. As part of this program, IMO hired a team of consultants who advise Governments and annually serves as organizer and active participant in seminars, training courses, and related activities to facilitate implementation of measures established by the Organization. Since its beginnings, IMO, as an international organism specialized in maritime affairs, has become the United Nation's most effective and dynamic system. Thanks to the State Members' support, it has nobly advanced in achieving its objectives. This objective increasingly translates into "secure navigation in cleaner waters".

El transporte marítimo de carga a granel es hoy en día el medio más económico para transportar grandes volúmenes de mercancías de un lugar distante a otro. Los graneleros constituyen el segundo tipo de carga más importante del Canal de Panamá por lo que la Terminal granelera de Cristóbal, por su ventajosa ubicación, permite ofrecer a sus clientes operaciones de carga y descarga de mercancías durante el tiempo de espera que tienen los barcos antes de transitar el Canal. Esto les permite a las líneas navieras incluir a Panamá como puerto de destino para la carga local o como centro de trasbordo para la carga en tránsito, sin alterar el itinerario original de sus barcos. Para un Naviero, la eficiencia en la carga/descarga de un buque por parte de instalaciones apropiadas en las Terminales portuarias, resulta en tasas de carga/descarga más altas, logrando aumentos considerables en la capacidad de transporte real de carga. Si a esto le sumamos barcos que tienen mayor capacidad de carga (60,000 TM vs 20,000 TM por ejemplo), por economías de escala, es mayor esa ganancia. Por lo tanto, los importadores obtendrán mejores tarifas a la hora de fletar un barco, logrando grandes ahorros por Tonelada transportada. Con una inversión superior a los 6 millones de dólares, Desarrollo Posicional, S.A., una empresa privada panameña, conciente de la necesidad del país de contar con unas instalaciones adecuadas para el manejo eficiente de las materias primas que procesa la industria nacional, especialmente la avícola, harinera y porcina, moderniza el sistema portuario nacional al construir la primera Terminal Granelera del país, y una de las más modernas de Centroamérica. La misma está ubicada en el muelle 16 del puerto de Cristóbal, a la entrada Atlántica del Canal de Panamá, en un área de 2.9 hectáreas contratadas con Panama Ports Company. La Terminal cuenta con un calado de 38 a 40 pies y es capaz de recibir barcos hasta tipo Panamax. En su primera etapa sus facilidades de almacenamiento constan de dos silos verticales de 7,500 TM cada uno para todo tipo de granos y un silo horizontal de 6,500 TM para el manejo de torta de soya y similares, únicos en Panamá. Los productos son descargados por medio de “clamshells” o almejas a enormes tolvas, y luego despachados a camiones, o llevados por modernas bandas transportadoras directamente del muelle a los silos, logrando mejorar la tasa diaria de descarga hasta 10,000 TM/Día. Esta facilidad permite la carga, descarga y almacenamiento de productos a granel, tales como granos, harinas, grasa, melaza, fertilizantes, productos químicos y similares. Este gran proyecto tiene como objetivo principal brindar un servicio a todos los importadores a granel de Panamá sin excepción, que les permita ahorros en el tiempo de descarga, poder retirar sus productos en horarios regulares, reducir sus costos de operación y así aumentar su competitividad. Desarrollo Posicional, S.A., la conforma un conglomerado de empresas panameñas de solidez como Productos Toledano, Arce Avícola, Avícola Chong y Grupo Melo en asocio con Carlos Jaramillo, operador portuario de Barranquilla Colombia, y de Cargill Ameritas Inc., la más grande empresa del mundo en manejos de granos la cual mueve unos 100 billones de dólares en productos al año. Su visión es lograr un movimiento expedito de carga y descarga a granel y convertir la Terminal Granelera en un gran Hub o centro de acopio a nivel nacional e internacional en el Atlántico panameño.

Modern Bulk Storage Facilities in Cristobal, Colon
Maritime transportation of cargo in bulk is today the most economic way to transport large volumes of merchandise from one distant place to another. Those who transport goods in bulk , represents the second most important type of cargo of the Panama Canal, which is why the storage facility in Cristobal, because of its advantageous location, offers its client the ability to load and unload merchandise during the time that ships have to wait in order to transit through the Canal. This allows shipping companies to include Panama as a port of call for the local cargo or as a transfer center of in transit cargo, without changing the original itinerary of their vessels. For ship-owners, the efficiency on loading/unloading vessels by the appropriate facilities on port terminals, result in higher rates of loading/unloading of merchandise, achieving considerable increases in the transportation capacity of cargo. If to this we add ships that have a greater capacity of cargo (example: 60,000 MT vs. 20,000 MT), by scale economics it results on higher earnings. Therefore, importers will obtain better rates when chartering a vessel, achieving higher earnings per Ton being transported. With an investment of more than 6 million dollars, Desarrollo Posicional, S.A. a private Panamanian company, aware of the countries need to have the adequate facilities to efficiently handle raw materials that are processed by domestic industries, specially the poultry, flour and the porcine industry, modernizes the national port system by building the first bulk storage facility in the country, and one of the most modern in Central America. Located on Pier 16 in the port of Cristobal, in the Atlantic side entrance of the Panama Canal, built in 7.2 acres contracted with Panama Ports Company. The Terminal has a depth of 38 to 40 feet and it is capable of receiving even Panamax type vessels. In its first phase the storage facilities are made up of two 7,500 MT vertical silos, each one could be used for any type of grain and, a 6,500 MT horizontal silo that will be used as storage for soy patties and other similar products, the only of their kind in Panama. The products are unloaded using ¨clamshells¨ or giant claws, and then loaded into trucks, or taken by modern transportation conveyer belts directly from the docks to the silos, improving the daily rate of unloading products up to 10,000 MT per day. This facility allows loading, unloading and storage of products in bulk, such as grain, flour, fats, molasses, fertilizers, chemical products, and other similar materials. The main objective of this great project is to offer a service to all those who import products in bulk in Panama with no exceptions, this will let them save time in the unloading process, allowing them to dispose of their products on a regular schedule, reducing their operation costs and therefore increasing their competitiveness . Desarrollo Posicional is formed by a conglomerate of established Panamanian companies like Productos Toledano, Arce Avicola, Avicola Chong and Grupo Melo in association with Carlos Jaramillo, port operator in Barranquilla, Colombia, and of Cargill Ameritas Inc., the biggest company in the world specializing in handling grains which moves some 100 billion dollars worth in products each year. Their vision is to achieve an expeditious loading and unloading process of grains in bulk, and transform the bulk storage facility into a great Hub or mega storage center recognized both domestic and internationally in the Panamanian Atlantic. 38

MEXICANA de Aviación celebró en días pasados el 86° aniversario, con la apertura del Primer Museo de Aviación de México, en el cual se expusieron al público en general, una gran diversidad de piezas que son muestra representativa de la aviación en México y en la cual la Primera Línea Aérea de Latinoamérica ha sido pieza fundamental. Se podrá admirar una réplica del avión Lincoln Standard, que fue la primera aeronave utilizada por la empresa en los años 20. Además, cuenta con un simulador estático de la cabina de mando de Boeing 727, una hélice de tres palas, una rueda completa de avión, dos motores JT8D, uno de ellos seccionado lateralmente para apreciar su interior, instrumentos de los DC3, DC6 y DC82, un altímetro de Ford Trimotor, así como una gran cantidad de piezas como son: pines, timbres postales, sobres conmemorativos, aviones a escala y fotografías que se encuentran en 16 vitrinas de exhibición. Esta alianza mejorará significativamente el servicio y posibilidades de elección para los clientes, producirá importantes sinergias que beneficiarán no sólo a las empresas, sino especialmente a los clientes, tanto pasajeros como clientes del área de carga, aumentando la competencia con otras alianzas en un elevado número de rutas adicionales. Entre los beneficios clave para el consumidor se incluyen entre otros la posibilidad de acceso a más destinos y a horarios más convenientes, la extensión de tarifas más bajas a más destinos, un programa de viajeros frecuentes aún más atractivo, mayores posibilidades de intercambio de billetes y un incremento en las prestaciones del servicio hasta el destino final del pasajero. DHL AERO EXPRESO, S. A. se encuentra en pleno proceso de remodelación de su nuevo edificio de 8,390mts2 en la Terminal de Carga del Aeropuerto Internacional de Tocumen. DHL está realizando una millonaria inversión en estructura, facilidades y tecnología de punta, para mejorar la oferta de servicios al mercado de courier y carga local e internacional, elevando a Panamá como cede del Hub más grande y moderno de Latinoamérica para DHL. Se espera iniciar operaciones desde el nuevo local en Febrero del 2008.
MEXICANA de Aviacion celebrated its 86the anniversary, with the opening of the First Aviation Museum of Mexico, in which a great diversity of representative pieces showing the aviation in Mexico where exhibited to the public in general , where the First Airline of Latin America has been a fundamental part. You can admire a replica of the Lincoln Standard airplane which was the first airplane used by the company in the 20´s. Besides, it also has a static simulator in the cockpit of a Boeing 727, a three spoke propeller, complete airplane tire assembly, two JT8D motors, one of them sectioned laterally to show its inner parts, instruments belonging to DC3, DC6 and DC8, an altimeter from Ford Trimotor, as well as many pieces such as pins, postage stamps, commemorative envelopes, scale models and photographs which are found in 16 exhibit showcases. ¨ The construction and organization of the museum reflects the commitment and love its personnel have towards the company because personnel from conservation, engineering, mechanics, repair shop, mayor repairs mechanics, image , purchasing, warehouse , legal, public relations, only to mention a few¨. Were the comments of Adolfo Crespo and Vivo, Director or Customer Service and Corporate Communication of Mexicana de Aviacion. Mexicana de Aviacion was the first airline to make an international flight in the world connecting twos cities in different countries (MexicoTampico-Brownsville, in 1929) and it was the first international airline to land in the Los Angeles, San Antonio and Denver airports, besides being the first airline to operate airplane type jets in North America. IBERIA and AMERICAN AIRLINES have signed an agreement establishing an alliance by which both companies expand their collaboration under commercials and operative activities in areas such as flights on shared codes, client loyalty programs, route planning and flight programs, advertising and promotions, income management ( prices and inventory), cargo, sales and information systems among others, and they have introduced this agreement to the United States Department of Transportation (DOT) with the purpose of obtaining anti-monopoly immunity opposite that coordinates such activities. This alliance will significantly improve the service and the choice possibilities for the clients, produce important synergies that will benefit not only the companies, but specially the customers, passengers as well as clients in the cargo area, increasing the competitiveness with other alliances in a larger number of additional routes. Between the key benefits for the consumer include, among others the possibility to access more destinations, and more convenient schedules, the extension of cheaper fares to more destinations, a more attractive frequent flyer program , possibility of ticket exchange and an increase in services provided up to the passenger's final destination.

International airport. DHL is making a multi million dollar investment on structure, state of the art facilities and technology, to improve the service it offers to the courier market and local and international cargo, upgrading Panama as the headquarters for the biggest and most modern hub in Latin America for DHL. It is expected they will begin operations from this new facility in February 2008.
