Given the limited number of available literature on Subanen culture and history, scholars and researchers are drawn to study the monologues of Subanen folklore to extract truthful historical accounts, separating myths from facts. Through the three published epics subject to this study, significant characteristics of Subanen history are identified through the lens of the key flora and fauna. These factual historical references add up to the whole Subanen identity in the Philippines’ diverse cultural and socio-political landscape.

Given the limited number of available literature on Subanen culture and history, scholars and researchers are drawn to study the monologues of Subanen folklore to extract truthful historical accounts, separating myths from facts. Through the three published epics subject to this study, significant characteristics of Subanen history are identified through the lens of the key flora and fauna. The Subanen is the biggest indigenous peoples group in Mindanao occupying a vast area of historical ancestral domain in the Zamboanga peninsula. As a cultural minority group, the Subanens are in constant struggle to establish their identity and part in the country’s democratic space, sharing a common aspiration with other indigenous groups to pursue their right to self-determination and the preservation of their right culture and traditions. This paper presents how Subanen history and culture has come to possess a distinct indigenous identity in Mindanao’s cultural-political landscape.

Technical education and vocational training (TVET) serves as a key strategy for raising employability of the Philippine labor force and reducing the polarity between skilled and non- skilled workers along with employed and unemployed graduates since the development of the Philippine Qualifications Framework. This study establishes a working model or a Competency-based TVET Framework for Indigenous Peoples in the Philippines. It will serve as an intervention paradigm that will guide TVET curriculum developers and policymakers in identifying and integrating theoretical and culturally appropriate disciplines into the curricular design of education and skills training for Indigenous Peoples. It will be a new framework, separate from but parallel to the current TVET Framework.

This BDP features the integration of CDRA and GIS-Mapping into BDP formulation. This barangay development plan covers the fiscal years 2019- 2023. This plan covers the entire territorial areas and political subdivisions (Puroks) of Barangay Pag-asa. This paper is composed of two (2) parts. The first part is the Barangay LGU Profile which includes community history, demographics, geophysical characteristics and inventory of physical and natural resources and as well as social service and governance levels. The second part contains the 5-year development plan which includes the LGU’s mandate and priority programs, projects and activities.

Home to a diverse community of 38,000 people- Subanens, Moros, Chavacanos and Cebuanos, Margosatubig is Zamboanga del Sur’s oldest town and once the pivotal seat of the Spanish rule over the western part of Mindanao. Margosatubig embraces the vast part of Dumanquilas Bay, its generous seam of marine resources, and musters all seafaring people in the peninsula to come together to her shelter. Yet time has left her grandeur to its own with all the white sand beaches, blue seas and exquisite islands unknown to her people and neighbors. Tourism is a word, stranger to her.

The Bantay Red Plate Project sought to enhance LGU accountability in vehicle procurement, use and maintenance nationwide through policy development, citizen-driven monitoring mechanism, capability-building and information advocacy. The Department of Interior and Local Government (DILG) and the EcoLink Philippines, with the support from the Makati Business Club – Coalition Against Corruption and the Southeast Asian Institute of Local Governance through the funding support of the Partnership for Transparency Fund came up with the a Fleet Management Handbook, a Government Drivers Manual to promote accountability among government-owned vehicle drivers towards their passengers and the vehicle and a series of policy reform-related activities.
