Quebrantar is usually reserved for laws and rules (in an abstract and non-physical way)
A: Se paso el semaforo en rojo
B: Oh! Acaba de quebrantar la ley
The words "romper" and "quebrar" work as synonyms in many cases, however in some cases they cannot be used in this way.
"Romper" means separating with more or less violence the parts of a whole by undoing their union, breaking, tearing apart, while "quebrar" means breaking or separating with violence, are synonymous in their definition but the differences are in the use of words in the communicative context in which they are used.
For example, the word "romper", in general, can replace "quebrar" in all cases:
La escultura se rompió
La escultura se quebró.
The verb "quebrar" however, cannot always be used as a synonym for "romper". For example
Romper el papel.
Quebrar el papel. (incorrecto)
"Quebrar" is used for solid and rigid objects, which can break with an impact, for example glass, plaster, wood etc. But it is not used with materials such as paper or other flexible materials. "Romper", on the other hand, can always replace "quebrar"
